34 localities plan to reduce 18,982 heads of public educational institutions

By August 24, 34 localities had approved the project to arrange public educational institutions, expected to reduce 18,982 focal points.

This information was released by Chief of Office of the Ministry of Home Affairs Bui Huy Tung at the meeting to evaluate the work in August and deploy key tasks for September of the Ministry of Home Affairs, held on September 10.

According to the Chief of Office of the Ministry of Home Affairs, regarding the work of building and perfecting institutions and policies, the Ministry has advised the Government to submit to the National Assembly for approval the Law amending and supplementing a number of articles of the Law on Vietnamese Workers going to work abroad under contract; 2 resolutions of the National Assembly on the establishment of Bac Ninh city and the establishment of Quang Ninh city; submitted to the National Assembly Standing Committee and the Government for promulgation 6 resolutions and 1 decree.

Regarding organizational structure and staffing, the Ministry of Home Affairs has submitted to the Government for consideration and promulgation 2 decrees on the management and use of civil servant staff (replacing regulations in Decree No. 62/2020/ND-CP) and on the management and use of the number of people working in public non-business units (replacing regulations in Decree No. 106/2020/ND-CP).

Regarding the task of continuing to advise on the arrangement of public non-business units and internal apparatus of agencies, organizations, and units, up to now, ministries and ministerial-level agencies have reduced 41/142 departments under departments and reduced 55/678 internal public non-business units compared to September 30, 2025.

By August 24, 34 localities had approved the project to arrange public educational institutions. The total number of public educational institutions is expected to decrease from 37,530 to 18,548, corresponding to a decrease of 18,982 focal points (50.6%).

The Ministry has submitted the staffing plan for 2026, guiding policy solutions for leaders and managers of educational institutions affected by the arrangement.

In managing the contingent of cadres, civil servants, and public employees, according to Mr. Bui Huy Tung, the Ministry has focused on completing the National Strategy Project on attracting and valuing talents, especially key industries and fields serving rapid and sustainable development; researching mechanisms to create intercommunication between the public and private sectors.

At the same time, continue to complete the draft Decree amending and supplementing Decree No. 179/2024/ND-CP on policies to attract and value talented people that has been submitted to the Government.

Regarding the task of building local government and administrative boundaries, the Ministry of Home Affairs has advised the Government to submit to the National Assembly for approval the Resolution on establishing Quang Ninh city, Bac Ninh city, and submit to the National Assembly Standing Committee for approval; and issued a Resolution on establishing wards under Bac Ninh province.
