According to the program, on the morning of June 12, the National Assembly will vote to pass the National Assembly Resolution on the arrangement of provincial-level administrative units in 2025.
Before approving, authorized by the Prime Minister, Minister of Home Affairs Pham Thi Thanh Tra has just signed a report to the National Assembly to accept and explain this content.
The report stated that the review of the Law and Justice Committee as well as the discussion results in the group showed that there were opinions suggesting that the Government have a plan and roadmap to arrange and assign cadres, civil servants, public employees, and workers at administrative units after the arrangement, and pay attention to resolving the regime and policies for redundant teams.
In response to the above opinions, the Minister said that immediately after the National Assembly passes the Resolution on the arrangement of provincial-level administrative units, the Government will continue to direct localities to issue detailed programs and plans for implementation.
In particular, localities urgently complete the arrangement and assignment of cadres, civil servants, public employees, and workers; clearly assign people, work, responsibilities, and arrange personnel in accordance with job requirements and positions, and be capable of receiving new tasks and powers.
At the same time, the Government requires timely implementation of regimes and policies for cadres, civil servants, public employees, and workers of agencies and organizations under its management to ensure the correct subjects and rights and interests of those affected by the arrangement.
In addition, there are also opinions suggesting to recognize and have support policies for non-professional workers at the commune level after the arrangement of administrative units and the end of operations.
Currently, the Government has assigned the Ministry of Home Affairs to study and develop a Decree to replace Decree No. 29 of 2023 of the Government regulating staff streamlining, in which amending and supplementing the regime and policies to support part-time workers at the commune level when they end their activities. The draft Decree has been submitted to the Government, expected to be issued before June 15.
At the same time, implementing Conclusion No. 163 of the Politburo, in the coming time, the Government will direct ministries and ministerial-level agencies to advise and issue documents guiding localities on the arrangement, arrangement, and settlement of regimes and policies for non-professional workers at the commune level when they end their activities.
After the arrangement, localities and ministries and branches will review the overall regulations on specific regimes and policies to amend, supplement and adjust them to suit the new locality on the basis of a thorough assessment of the impact on conditions and resources for implementation.
Regarding the specific policies of some specific localities, the Ministry of Finance has advised the Government to submit to the National Assembly on the transition to apply some specific mechanisms and policies that have been allowed by the National Assembly to be implemented in some localities after implementing the restructuring of the apparatus and expanding administrative boundaries according to the policies of the Party and State.
In particular, the Government proposes that localities after the provincial merger (including Hai Phong City, Da Nang, Khanh Hoa, Ho Chi Minh City and Can Tho) continue to implement specific mechanisms and policies that the National Assembly has allowed to be implemented accordingly in localities before the merger of provinces.
The management agency also proposed to allow new communes and wards in Buon Ma Thuot city, Dak Lak province after implementing the commune-level arrangement to apply specific mechanisms and policies.
