Information related to the implementation of salary policy reform has received much attention from readers.
The Ministry of Home Affairs said that the Ministry has chaired and coordinated with relevant ministries and agencies to report to competent authorities on the implementation of 6 salary reform contents according to Resolution No. 27-NQ/TW from July 1, 2024. However, in the process of implementation, many obstacles and inadequacies arose.
Accordingly, the Politburo issued Conclusion No. 83-KL/TW dated June 21, 2024; the National Assembly issued Resolution No. 142/2024/QH15 dated June 29, 2024 (Resolution of the 7th Session, 15th National Assembly) and the Government issued Decree No. 73/2024/ND-CP dated June 30, 2024 adjusting the base salary from 1,800,000 VND/month to 2,340,000 VND/month (an increase of 30%) from July 1, 2024 for cadres, civil servants, public employees and armed forces.
The adjustment of the above-mentioned base salary level is a major effort of the Central Government, the National Assembly, and the Government to contribute to improving the lives of salaried people, creating motivation and improving stable social labor productivity;
At point 5.2 of Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Committee (now the Central Policy and Strategy Committee) to preside over the preliminary review of Resolution No. 27-NQ/TW, in which it coordinated with the Ministry of Home Affairs and relevant departments, ministries, and branches to study and assess the suitability, feasibility and propose the implementation of 5 salary scales and 9 new allowance regimes for the public sector to be appropriate.
Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Plenum of the 12th Central Committee stipulates 5 salary scales including: 3 salary scales for the armed forces; 1 salary scale for leadership positions (election, appointment) in state agencies, public non-business units and 1 salary scale for professional and nghiep vu positions for civil servants and public employees in state agencies and public non-business units.
This content is to be submitted to the Central Government for consideration after 2026 when the Politburo promulgates and implements the System of Job Position Lists in the political system.
Based on the goals and tasks approved by the 14th National Party Congress, socio-economic and financial development plans for the next 5 years, socio-economic conditions and the capacity of the State budget, the Ministry of Home Affairs will report to competent authorities to consider and propose appropriate salary regimes (including citizens' recommendations) according to the roadmap in Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo on salary reform.
