On March 19, the Government Office issued Official Dispatch No. 2389/VPCP-V.I conveying the direction of Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee against Smuggling, Trade Fraud and Counterfeit Goods on the work of combating smuggling and trade fraud in gasoline and oil business.
The official dispatch stated that recently, the international political and security situation has had many complicated developments, especially the military conflict in the Middle East region has not shown signs of cooling down, which has seriously affected the global energy market, affecting supply, gasoline prices and domestic energy security.
The Government and the Prime Minister have issued many directives; ministries, agencies, and localities, especially the Ministries of Industry and Trade and Finance, have proactively and promptly focused on many solutions in management and administration, ensuring gasoline and oil supply for production and consumption of people and businesses.
To proactively prevent, promptly detect and strictly handle acts of smuggling, trade fraud, illegal transportation of gasoline and oil across borders, violations of the law in gasoline and oil import and export, especially when domestic gasoline and oil prices are lower than in some countries, contributing to market stability, Deputy Prime Minister Bui Thanh Son requested as follows:
Ministers of Ministries, Heads of ministerial-level agencies, agencies under the Government and Chairmen of People's Committees of provinces and cities direct units, functional forces and local authorities to strengthen monitoring and promptly grasp the market situation, supply and demand developments, domestic, regional and world gasoline and oil prices to proactively forecast and prevent smuggling and illegal transportation of gasoline and oil through land and sea border areas.
Ministries: Industry and Trade, Finance, Culture, Sports and Tourism, Government Inspectorate, Public Security; ministries and branches that are members of the National Steering Committee against Smuggling, Trade Fraud and Counterfeit Goods; People's Committees of provinces and cities directly under the Central Government continue to seriously implement the Prime Minister's directives in Official Dispatch No. 22/CD-TTg dated March 11, 2026 on strengthening solutions to ensure the supply of gasoline and oil for production, business and consumption of people and businesses.
Functional forces (Customs, Tax, Border Guard, Coast Guard, Market Management, Police) strengthen patrols and inspections, promptly detect, combat, and prevent smuggling, trade fraud, speculation, hoarding goods, policy profiteering, illegal transportation of gasoline and oil, violations of regulations on gasoline and oil business, and prices.
Promptly and strictly handle violations in accordance with the law; promote coordination, information exchange, and mobilize collective strength in performing assigned tasks.
Press agencies coordinate with ministries, sectors, and functional forces to provide accurate, timely, and objective information on the work of combating smuggling, trade fraud, and illegal transportation of gasoline and oil in the context of the domestic and world gasoline and oil markets facing many difficulties and complexities as they are today.
Proposing rewards for collectives and individuals with outstanding and typical achievements in combating smuggling, trade fraud, and illegal transportation of gasoline and oil; at the same time, proposing to inspect and handle collectives and individuals with violations, showing signs of covering up and assisting smuggling, trade fraud, and illegal transportation of gasoline and oil.
