On December 16, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on preparations to organize the groundbreaking ceremony, inauguration, and technical opening of works and projects to celebrate the 14th National Party Congress. The ceremony is scheduled to be held on December 19, 2025.
According to the report, by December 14, the Ministry of Construction had compiled 234 works and projects in 34 provinces/cities that were eligible for construction, inauguration, and technical traffic opening. The total investment of the projects and works is over 3.4 million billion VND.

Investment project to build the Olympic Sports Urban Area (Thuong Phuc commune, Hanoi); inauguration ceremony of a number of works and opening of the first flight of the Long Thanh International Airport Construction Investment Project - phase 1; groundbreaking of component project 1 of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project; groundbreaking of the Red River Landscape Avenue Construction Investment Project in Hanoi;
Starting construction of the Hoa Phat Dung Quat railway and special steel rail production project (Quang Ngai); starting the Tan Phu - Bao Loc expressway (Lam Dong province); inaugurating and opening the main technical traffic of the North - South expressway project in the East, Can Tho - Hau Giang - Ca Mau section; inauguration of Hue International General Hospital; starting the project to build the Youth Cultural House in Ho Chi Minh City; starting the urban railway project phase 1 in Phu Quoc special area...

At the meeting, Prime Minister Pham Minh Chinh gave his opinion to agree on the plan to organize the ceremony, with the central bridge expected to be at the groundbreaking ceremony of the investment project to build the Olympic Sports Urban Area (Thuong Phuc commune, Hanoi).
The Prime Minister emphasized that the groundbreaking ceremony, inauguration, and technical opening of works and projects this time is a very meaningful event to celebrate the 11th National Patriotic Emulation Congress and the 14th National Party Congress, while contributing to creating motivation, inspiring, and new momentum to promote double-digit economic growth in the coming years.
The Prime Minister requested ministries, branches, localities and agencies to continue to carefully review and best prepare for the ceremony, ensure progress, quality, assign specific tasks, ensure "6 clear": clear people, clear work, clear time, clear responsibilities, clear authority, clear products.
The Ministry of Home Affairs shall preside over the reward of individuals and groups with outstanding achievements in emulation movements and implementation of national key projects, paying special attention to rewarding engineers, workers and laborers who directly work and stay at the construction site over the years.
