On June 15, Politburo member and Prime Minister Pham Minh Chinh attended and delivered a closing speech at the National Training Conference on the organization and operation of Party organizations, authorities, the Vietnam Fatherland Front, and political organizations at the commune level (new).
Speaking at the closing session of the conference, the Prime Minister emphasized that we are carrying out a "revolution" in the organization of the apparatus of the political system to meet objective laws, renew traditional development and growth drivers, promote new development and growth drivers.
At the same time, develop, promulgate and implement 4 resolutions of the Politburo on "four pillars". Currently, the Politburo is drafting resolutions on modernization, breakthroughs in education and training development and breakthroughs in people's health care.
When implementing the "revolution" in organizing the apparatus and organizing local governments at 2 levels, there are both advantages and disadvantages. Therefore, first of all, we must change our thinking, including thinking about management, thinking about administration, thinking about administrative boundaries.
Each locality has differences, but the core values of our nation are patriotism, Vietnamese culture, national love, compatriotism, peace-loving, war-hating.
"The homeland is the homeland. 63 provinces and cities are also countries, are homelands, and 34 provinces and cities are also our countries, our homelands. Therefore, we must fight and eliminate all prejudices for common development" - the Prime Minister emphasized.
The Prime Minister said that in this organizational revolution, the most important thing is to create, proactively serve, and solve the work and problems of people and businesses.
To do so, we must be close to the people, close to the people, and stick to the people. The government must strengthen to the grassroots level, the Fatherland Front must strengthen to the grassroots level. Especially listening to the people's opinions, having solutions, taking appropriate actions according to the situation, the aspirations of the people, serving the people better.
Promote decentralization and delegation of authority along with resource allocation, enhance sense of responsibility, improve implementation capabilities and design tools to strengthen supervision and inspection.
According to the Prime Minister, it is necessary to promote and make the most of resources, especially not to waste facilities and development opportunities during the reorganization process.
The implementation of the organization and operation of the Party organization, government, Vietnam Fatherland Front, and political organizations at the commune level must closely follow the policies, guidelines, policies, and laws of the Party and State and absorb and listen to the opinions and contributions of the people.
The spirit is to both do and learn from experience, gradually expand, not be perfectionist, not hasty, in the implementation process if there are difficulties and problems, continue to remove them, in the spirit of removing them from where they are, removing them from where they are stuck, not leaving them behind.
