In Decree No. 70/2026/ND-CP, the Government details the professional capacity conditions for consulting organizations preparing national-level planning, regional planning, and provincial planning.
The Decree stipulates the support resources of domestic organizations and individuals and foreign organizations and individuals for national-level planning, regional planning, and provincial planning activities, including:
Non-refundable aid in cash from Governments of countries, foreign organizations and individuals to the State, Government of Vietnam and local authorities; sponsorships and voluntary contributions in cash.
Research results of agencies, organizations, experts; documents serving planning.
Supporting the organization of conferences, seminars, training, research, surveys, and training.
The Decree stipulates that the resources of support from organizations and individuals for national-level planning, regional planning, and provincial planning are received, managed and used as follows:
Non-refundable aid in cash from Governments of countries, foreign organizations and individuals to the State, Government of Vietnam and local authorities and sponsorships and voluntary contributions in cash from organizations and individuals at home and abroad are received, managed, and used in accordance with the law on the state budget.
Support resources in the form of research results of agencies, organizations, experts; documents serving planning; support for organizing conferences, seminars, training, research, surveys, and training directly managed by donors and deciding on implementation costs.
The Decree stipulates the principles of supporting and using resources of organizations and individuals for national-level planning, regional planning, and provincial planning activities as follows:
Not receiving support resources from foreign organizations and individuals for planning activities related to planning in order No. 16, 17, 18, 19, 22, 29, 30 Section 1 of the Appendix issued with the Planning Law or planning content related to state secrets including:
16. Overall planning of the national reserve system
17. Planning of the system of national defense works, military zones, ammunition depots
18. National defense industry planning
19. Security industry planning
22. Planning of the national defense and security education center system
29. National defense land use planning
30. Security land use planning.
The principle of supporting and using resources of organizations and individuals for national-level planning, regional planning, and provincial planning is still voluntary; not affecting the legitimate interests of the State and people; not self-serving;
Ensure publicity, transparency, for the right purpose, effective thrift and compliance with legal regulations.
The Government stipulates that resources supporting planning activities that have been received before the effective date of this Decree can continue to be managed and used according to the provisions of law before the effective date of this Decree and comply with the principles stipulated in this Decree.
This Decree takes effect from March 9, 2026.
