On February 4, the Ministry of Justice said it had just held a working session to continue revising and perfecting a number of provisions in the draft Law on Promulgation of Legal Normative Documents (VBQPPL) before submitting it to the 42nd Session of the National Assembly Standing Committee on February 5.
The Draft Law on Promulgation of Legal Documents (amended) aims to perfect the legal framework for the construction and operation of a unified, synchronous, transparent, feasible, accessible, effective and efficient legal document system that is easy to apply in practice.
The Draft Law is structured into 8 chapters and 72 articles (9 chapters and 101 articles less than the 2015 Law on Promulgation of Legal Documents).
Notably, the content of the draft Law focuses on 7 important and breakthrough innovations in the law-making process, including: Continuing to simplify the legal document system; Innovating the thinking of law-making, strengthening control of power in law-making and enforcement; clearly defining the authority to promulgate legal documents of the National Assembly, the National Assembly Standing Committee and sub-law documents;
Supplementing the form of legal normative resolutions of the Government; Innovating the construction of the National Assembly's legislative program; Innovating the process of building and promulgating legal normative documents; Promoting decentralization associated with enhancing the responsibility of the head of the drafting agency; Stipulating the ultimate responsibility of the agencies submitting the draft law; Guiding the application of legal normative documents.
At the meeting, Minister Nguyen Hai Ninh, Deputy Minister Nguyen Thanh Tinh and leaders of units under the Ministry of Justice discussed and revised each sentence and word in the articles and clauses that still had different opinions.
Minister Nguyen Hai Ninh also requested the Department of General Law-making Issues and units under the Ministry to continue to coordinate with the National Assembly's Law Committee to revise the provisions of the draft Law to make it most suitable and feasible.
Previously, giving opinions at the Preliminary Review Session of the Law Project on January 23, the National Assembly's Law Committee stated that comprehensive amendments to the Law on Promulgation of Legal Documents are necessary.
The majority of members of the Law Committee highly appreciated the efforts of the Government and the drafting agency. The documents in the dossier were carefully prepared and explained specifically and clearly.
It is expected that at the 42nd Session of the National Assembly Standing Committee from February 5-7, the draft Law on Promulgation of Legal Documents (amended) will be discussed and commented on by the National Assembly Standing Committee before being submitted to the Extraordinary Session of the National Assembly in February 2025.
