Do not include content on personnel work, regimes, and policies in documents regulating expertise and profession; ensure that documents are issued with the right authority, correct format, and presentation techniques.
Regarding the organization of conferences, every year, based on the work program, Party committees, Party organizations, agencies, localities and units at all levels, based on the practical situation, develop plans to organize conferences; in which, the number of direct conferences accounts for no more than 40% and the number of online conferences accounts for no less than 60% of the total number of conferences in the year.
Do not organize conferences if it is not really necessary or the content has detailed instructions. All levels do not reorganize the conference but have organized it in the form of live television, online to the grassroots.
thoroughly implement thrift and combat waste in organizing conferences, not exceeding the funding limit for conferences; streamline the number of conferences annually by 10%.
Party committees, party organizations, authorities, and unions should strengthen coordination in organizing conferences at their levels, sectors, and units, avoiding duplication and overload, focusing on the beginning of the year or the end of the year.
A year, the province organizes no more than 2 conferences on a provincial scale (including all leaders of the provincial and municipal political systems, excluding the periodic conferences of the Party Executive Committee and People's Councils of provinces and cities). In special cases where it is necessary to organize additional provincial-level conferences, the Standing Committee of the Provincial and Municipal Party Committees shall consider, decide and be responsible for their decisions.
The commune level organizes no more than 3 conferences on a commune-wide scale. In special cases where it is necessary to organize additional commune-level conferences, the Standing Committee of the Commune Party Committee shall consider, decide and be responsible for its decisions.
Innovation and improvement of meeting methods in a concise and clear manner; focus on discussing, not re-exposing the original documents sent.
The opening speech must not exceed 10 minutes, the conference conclusion speech of the leaders must not exceed 50 minutes; the speech must not exceed 10 minutes.
The provincial, municipal and party committees directly under the Central Government are responsible for leading and directing the concretization and comprehensive and thorough implementation of the contents of rectifying working style, improving the effectiveness of the political system in organizations, agencies, localities and affiliated units.
The superiors are not allowed to intervene in violation of the work regulations of subordinates and subordinates, they must proactively resolve work under their assigned authority, not push, avoid, rely on, or ask for opinions from superiors on work contents according to regulations under their authority and not be a difficulty or obstacle beyond their authority.
