The Ministry of Home Affairs has just announced a list of new administrative procedures and procedures to be abolished in the field of employment, implemented according to Decree 374/2025/ND-CP of the Government regulating unemployment insurance.
According to the appendix attached to the decision, many administrative procedures directly related to unemployed workers are determined to be eligible to provide full online public services. This allows workers to carry out unemployment insurance procedures online, without being required to directly go to public employment services as before.
The list of procedures eligible for online, full-time implementation includes: participating in unemployment insurance; receiving unemployment benefits; monthly notifications about job search; temporary suspension, resumption, termination of unemployment benefits; transfer of unemployment benefits; support for counseling, job introduction; support for workers participating in training and improving professional skills.
In which, the monthly notification procedure for job search is a mandatory obligation for people receiving unemployment benefits. According to new regulations, employees can carry out this notification online according to the process guided by competent authorities, instead of having to go directly to the public employment service organization to declare according to the appointment schedule.
Regarding the procedure for receiving unemployment benefits, employees submit a dossier requesting benefits within 3 months from the date of termination of the labor contract or employment contract. The dossier can be submitted directly, online or through postal services to a public employment service organization in the locality where the employee needs to receive unemployment benefits.
After receiving the dossier, the public employment service organization is responsible for checking, processing and submitting to the Director of the Department of Home Affairs for decision on receiving unemployment benefits according to regulations. Decisions on receiving unemployment benefits are sent to employees and social insurance agencies in appropriate forms, including electronic forms for dossiers submitted online.
During the period of receiving unemployment benefits, employees must fully fulfill the obligation to notify about job search every month. In case employees do not notify on time or not in accordance with regulations, the receipt of unemployment benefits may be temporarily suspended or terminated according to the provisions of law.
The appendix attached to the decision also clearly stipulates the order and procedures for cases of temporary suspension, continuation or termination of unemployment benefits; transfer of unemployment benefits between localities; as well as procedures for supporting counseling, job introduction and supporting vocational skills training and improvement for unemployed workers.
Along with the announcement of new administrative procedures, the Ministry of Home Affairs abolished previous decisions on announcing administrative procedures in the field of employment and unemployment insurance procedures piloted on the National Public Service Portal.
