The Ministry of Home Affairs has just drafted a Handbook guiding the implementation of evaluating the performance of civil servant tasks, in order to unify the method of building a list of tasks, output products and as a basis for designing evaluation software according to new regulations.
The Handbook is built to serve the implementation of Decree No. 335/2025/ND-CP of the Government on quality assessment and classification for state administrative agencies and civil servants, effective from January 1.
This is a Decree replacing previous regulations on civil servant evaluation, aiming to fundamentally change the evaluation method towards substance, closely linked to work results.
According to the provisions of the Law on Cadres and Civil Servants in 2025, civil servant evaluation is carried out on the basis of regular, continuous, multi-dimensional monitoring and quantification using specific criteria. These criteria are associated with the progress, quantity, and quality of the results and products of work according to each job position.
The evaluation results are not only used to rank the quality of civil servants but also used as a basis for rewarding, paying additional income, bonuses, arranging suitable job positions or considering dismissal for cases that do not meet task requirements. This regulation aims to increase responsibility and overcome the situation of formal evaluation and egalitarianism as before.
The Decree also clearly stipulates the responsibilities of the head in managing, evaluating and using civil servants in accordance with their capacity and job position, ensuring that the evaluation results reflect the true nature of the task implementation process.
In order to support ministries, branches, and localities in unified implementation, the Ministry of Home Affairs has drafted a Handbook guiding the evaluation of the performance of civil servant tasks as a reference document.
The handbook includes 8 main contents, from guidance on building evaluation criteria for professional and nghiệp vụ civil servants; employees doing support and service work; civil servants holding leadership and management positions; to guidance on assigning tasks, monitoring, scoring, summarizing evaluation results and requirements for evaluation software.
Due to the specific functions and tasks of each agency being different, the examples in the Handbook are mainly suggestive and recommendative. On that basis, agencies and units can apply, adjust, and supplement evaluation criteria in accordance with work characteristics, ensuring that civil servant evaluation is closely linked to products and actual results.
According to the requirements of the Ministry of Home Affairs, ministries, branches, and localities must complete the tasks of implementing the Decree before July 1.
