Education and training, physical education and sports continue to affirm their leading position nationwide in quality. People's health care is taken care of, people's lives are improved and enhanced.
The city has strongly directed measures and solutions to thoroughly overcome and promptly handle environmental pollution problems, treat waste, wastewater, waste, control air pollution... resolutely handle the root cause of pollution, gradually revive rivers.
According to Secretary of the City Party Committee Bui Thi Minh Hoai, in recent times, the Standing Committee of the City People's Council has closely and effectively coordinated with the City People's Committee and the City's agencies in the work of arranging and perfecting the organization of the City government.
The coordination between the National Assembly Delegation, the Standing Committee of the People's Council, the People's Committee, and the Vietnam Fatherland Front Committee of the city is increasingly tight and effective, especially in developing a Plan and promulgating resolutions, mechanisms, and policies of the city.
The results achieved by the capital Hanoi in the first 6 months of the year are a very important premise, but the remaining tasks of the last 6 months of 2025 still have many difficulties and challenges.
Therefore, at this Session, Ms. Bui Thi Minh Hoai suggested that when discussing and considering the resolutions, they should have a long-term vision, with the mindset of daring to think, daring to do, daring to take responsibility.
Resolutions must put people and businesses at the center. The issued policy must be feasible, procedures must be reduced, and must truly come into life...
The Secretary of the Hanoi Party Committee also requested People's Councils and People's Committees at all levels to tighten discipline and order and promote the responsibility of leaders in implementing the 2-level local government model to ensure smooth, efficient, effective and efficient operation.
We must end the situation of "over hot, below cold", pushing, avoiding responsibility. Each level, each industry, each cadre must clearly define their role and function. The contents of work must be carried out resolutely, transparently, clearly with people, work, progress, results, and responsibilities.

I suggest that each People's Council delegate, each cadre, civil servant and public employee need to resolutely fight against negative manifestations, corruption, and group interests that may arise in the process of building and implementing new mechanisms and policies" - the Secretary of the Hanoi Party Committee emphasized.
