On the morning of July 8, the 16th Hanoi People's Council, term 2021-2026, held its 25th session (regular session in mid-2025) to review the socio-economic development situation in the first 6 months of the year; tasks for the last 6 months of 2025 and other issues under its authority.
At the meeting, Vice Chairman of the Hanoi People's Committee Truong Viet Dung reported briefly on the direction, operation and socio-economic development results in the first 6 months of the year, key tasks and solutions for the last 6 months of 2025 of the City People's Committee.
Regarding urban infrastructure development, water supply and drainage, lighting, and environmental pollution treatment, Mr. Truong Viet Dung said that the city has approved 83/83 urban planning projects and 4 architectural management regulations, completed 4 new projects (underground construction space, urban subdivision of Red River, Duong River, parking lot), contributing to shaping a modern, multi-center urban space.
The urbanization rate reached 52.5%, an increase of 1.2% over the same period, with 19 housing projects eligible for business (21,648 units) and social housing projects in the Phap Van - Tu Hiep New Urban Area.
Key transport projects are accelerated according to the "green lane" mechanism, with Tu Lien Bridge starting construction on May 19, 2025 (total investment of VND 20,200 billion, 11.5 km long); Tran Hung Dao, Ngoc Hoi, Van Phuc, Thuong Cat bridges are expected to start construction in the period from the next 8-8 months.
Of which, Ngoc Hoi Bridge is expected to start construction on August 19, Tran Hung Dao and Van Phuc bridges are expected to start construction on September 2, and Thuong Cat Bridge is on October 10.
The projects of Ring Road 4 (17.3% disbursement), Ring Road 1 (51.4%), National Highway 6 (21%), and Thang Long Avenue (31.7%) have been actively implemented.
Regarding water supply and drainage, the Yen Xa wastewater treatment system (capacity of 270 thousand m3/day and night) has completed the wastewater treatment system from the To Lich River, Lu River, Set River and part of the Nhue River, reaching 37.6% of the disbursement progress, and put into trial operation in the first 6 months of 2025.
The rate of households with access to clean water reached 99.8% in urban areas and 85% in rural areas, higher than the national average (98% in urban areas, 80% in rural areas).
Regarding urban lighting, Hanoi has deployed a smart lighting system in 5 inner-city districts, replacing 10,000 energy-saving LED bulbs, increasing lighting efficiency by 20% over the same period, contributing to reducing public power consumption by 15%.
Regarding environmental pollution handling, environmental protection violations decreased by 30.3% compared to the same period, with a budget revenue of 14 billion VND. The city has implemented a program to renovate To Lich, Lu, and Set rivers, reducing pollution by 20% over the same period. The waste treatment system has a capacity of 7,500 tons/day, an increase of 10% over the same period.
The 25th session, which took place from July 8 to 10, is expected to consider 41 contents, including 16 reports and 25 resolutions.
This session, the City People's Council spent half a day conducting a question-and-answer session on the implementation of socio-economic tasks and the pressing issues that the City People's Council delegates and voters in the capital are concerned about.
