Based on the plan to arrange working headquarters for new communes and wards, the Chairman of the People's Committee of Binh Dinh province requested the People's Committees of districts, towns and cities to direct agencies and localities to receive, manage and use working headquarters of communes and wards in accordance with regulations.
The Department of Finance is assigned to monitor, urge and guide localities to hand over, receive and use working headquarters of communes and wards after the arrangement.




Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan said that according to the plan, by the end of June, Binh Dinh will announce 58 new communes and wards. At the same time, 24 economic indicators for the last 6 months of the year were assigned to these localities, starting from July 1.
After the arrangement, the commune-level government will take charge of the entire workload of the current commune and district levels, and at the same time receive additional tasks assigned by the province. The new commune and ward government will operate as a miniature provincial government.
The province plans to transfer staff from departments and branches to the commune level to balance personnel. "The department level is redundant, the commune level is lacking, so it will be transferred down. If the staff does not agree to the transfer, they must accept screening and quit their jobs," said Mr. Tuan.
The Chairman of Binh Dinh Provincial People's Committee requested that new communes and wards pay special attention to selecting and arranging cadres, ensuring both quantity and capacity. After being assigned specific targets and KPI, cadres who do not complete their tasks will have to " miss their positions".
174 key officials undertake 58 new communes and wards
At the working session between the Standing Committee of the Binh Dinh Provincial Party Committee and key officials of 58 new communes and wards after the arrangement at the commune level (May 5), Binh Dinh Provincial Party Committee Secretary Ho Quoc Dung said that the Standing Committee of the Provincial Party Committee has worked carefully, and plans to arrange a list of 174 key officials for 58 new communes and wards. The source of cadres from the provincial level mobilized to and from the district and commune levels is currently available.
"Comrades expected to take on the positions of Secretary and Chairman of the new commune and ward must immediately start implementing the work, do not wait for the decision before doing it," Mr. Dung suggested.
Regarding the arrangement of public assets, the Secretary of the Binh Dinh Provincial Party Committee requested the district-level localities to conduct an inventory, classification, and list of public assets according to the instructions of the Ministry of Finance and the Provincial People's Committee, as a basis for developing the arrangement project.
"Operating the new apparatus is definitely not to waste any facilities. Whoever is wasting it must be held responsible," Mr. Dung directed.
