According to the Binh Dinh Provincial Party Committee, in the first 9 months of the year, Binh Dinh province's economy continued to recover and grow well, with the gross regional domestic product (GRDP) estimated to increase by 7.53%. Total local budget revenue reached VND10,354.4 billion, reaching 69% of the year's estimate.
However, besides the achieved results, there are still limitations such as many difficulties in production and business; land use fees collected at the provincial level are lower than planned; the review and support for investors to handle problems are not focused, lack determination, and low efficiency...
According to Binh Dinh Provincial Party Secretary Ho Quoc Dung, recently (October 3), the Provincial Party Standing Committee spent a lot of time analyzing the shortcomings, obstacles, difficulties, and bottlenecks that are hindering the province's economic development. "This is a great concern. If things continue like this, Binh Dinh will not only stagnate but also fall behind. The clearest measure of the health of the economy is budget revenue, especially taxes and fees," said Mr. Dung.
Mr. Dung cited that in 2015, the provincial budget collected nearly 5,500 billion VND. By 2020, it collected more than 13,000 billion VND (exceeding the expected figure of approximately 12,000 billion VND), of which the core revenue of the economy (taxes and fees) accounted for nearly 6,000 billion VND.
"In the first 9 months of 2024, the province has only collected 4,900 billion VND in taxes and fees, proving that businesses are now facing many difficulties and business is increasingly declining. This is very heartbreaking," Mr. Dung worried.
Regarding the above growth figures, Mr. Dung said that this is an unusual thing in the province's economic development. Mr. Dung asked: "Why did we collect 6,000 billion VND 5 years ago, but now, near the end of the 4th year (term 2020 - 2025), we have only collected 4,900 billion VND? I suggest that the leaders of the People's Committee must think about it, including the departments and branches".
Mr. Dung also said that currently, the procedures for applying for land and sand mines are very complicated, causing difficulties in departments and offices.
"There is still 1 year left until the end of the Congress, each comrade must fulfill his/her responsibilities, do not think of yourself as "this or that" and make things difficult, must join hands and hearts to develop the province. I suggest that from now on, comrades, stop, do not have "your rights, my rights" anymore. If we solve one more problem, the people will benefit, if we have one more developing enterprise, we will solve the problem of employment...", Mr. Dung directed.
Will stop cadres and leaders from causing trouble
At the conference to evaluate the socio-economic development situation in the first 9 months of the year and tasks for the last 3 months of 2024 held on October 4, Mr. Le Van Tung - Director of the Department of Natural Resources and Environment of Binh Dinh province - affirmed that he would suspend the work of officials who caused difficulties in the process of granting mineral mines, including leaders.
According to Mr. Tung, for provincial projects, right from the time of establishing the investment project and designing the budget, the project management board or investor has prepared the land mine. As for projects outside the state budget, the law stipulates that the mine must be auctioned.
The Law on Minerals stipulates that the process of granting a license for sand, soil, gold, silver, and precious stones is the same. Therefore, the Department will provide comments on the instructions of the Binh Dinh Provincial Party Committee on this content to the Ministry of Natural Resources and Environment for the upcoming draft of the Law on Minerals (amended).
"All land and sand mines must be registered and proposed by the locality, the Department does not set them up. As for the process, I hope that the localities share it, not that the Department of Natural Resources and Environment has difficulty with this," said Mr. Tung.
