In the draft Decree just completed, the Ministry of Home Affairs proposed increasing the level of support for visiting graves, moving and exhuming martyrs' remains.

In the draft Decree stipulating the level of allowances, subsidies and preferential regimes for people with meritorious services to the revolution, the Ministry of Home Affairs proposes to adjust and increase the level of support for visiting martyrs' graves and moving martyrs' remains.

The level of support for visiting martyrs' graves and moving martyrs' remains is proposed to increase from 3,000 VND/km/person to 5,000 VND/km/person. According to the Ministry of Home Affairs, this adjustment is to absorb opinions from localities, and at the same time be consistent with the actual fuel prices, travel costs and current transportation costs.

In addition, the draft removes the regulation on subjects entitled to the regime of visiting martyrs' graves and moving martyrs' remains because this content has been stipulated in Decree 131/2021/ND-CP detailing and measures to implement the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.

Regarding the level of support for exhuming martyrs' remains, the Ministry of Home Affairs proposed to increase from 4 million VND to 5 million VND for each martyr's remains, applied from January 1, 2027.

The drafting agency said that the current level of support for exhuming martyrs' remains has been implemented from 2019 to date. After about 7 years of application, adjustments are necessary to ensure compliance with the socio-economic conditions of the country in each period.

According to data from the Statistics Department (Ministry of Finance), the consumer price index in the period 2019 - 2025 increased by 21.2%. Corresponding to this increase, the support for exhuming martyrs' remains will reach about 4.848 million VND. Therefore, the Ministry of Home Affairs proposed to increase the support level to 5 million VND for each martyr's remains.
