Decree No. 185/2026/ND-CP of the Government stipulates that non-specialized workers in villages and residential groups (TTDP) who retire due to arrangement and reorganization of TTDP are entitled to regimes and policies according to the Government's regulations on streamlining staff.
Non-specialized personnel in TTDP are no more than 3 people, including the titles: Village Head or residential group leader; Secretary of Party Cell; Head of Front Work Committee.
The state budget allocates the allowance fund (including social insurance contribution support) to pay monthly allowances to non-specialized workers in TTDP as follows:
For villages with 700 or more households; residential groups with 1,000 or more households; TTDPs under key commune-level administrative units on national defense according to decisions of competent authorities; TTDPs under commune-level administrative units in border and island areas, particularly difficult villages are allocated allowance funds equal to 8.0 times the base salary level;
For TTDPs that are not subject to the above regulations, the allowance fund is contracted at 6.5 times the base salary level.
Based on the allowance fund contracted by the state budget for each TTDP specified; the balancing capacity of the local budget; relevant legal regulations and the specific characteristics of the TTDPs in the area, the Provincial People's Committee shall submit to the People's Council of the same level to specifically stipulate the following contents:
The allowance level for each title of non-specialized personnel in TTDP;
The concurrent holding of positions and the allowance level for concurrent holding positions of non-specialized personnel, the allowance level for concurrent holding positions participating in activities at TTDP;
Number, title and level of support for titles participating in activities at TTDP.
In case provinces and cities use local budgets to stipulate the contracted allowance fund level higher than the contracted level of the state budget, the Provincial People's Council is allowed to decide the specific contracted level suitable to the balancing capacity of the local budget and does not have to ask for opinions from ministries and central agencies.

Talking to Lao Dong Newspaper, Dr. Doan Van Tinh - Deputy Head of the Department of Human Resource Management, Academy of Public Administration and Management (Ho Chi Minh National Academy of Politics) - said that increasing the allowance fund is a timely solution, creating strong motivation to attract high-quality human resources with professional qualifications and technology application capacity to participate in grassroots activities.
According to him, the increasing population size means that the workload of non-specialized personnel also increases. However, in the context of implementing the policy of streamlining the apparatus, increasing the number of personnel is not a suitable solution.
Therefore, it is necessary to focus on improving income through the mechanism of encouraging concurrent positions, thereby both effectively using human resources and improving the actual income for non-specialized workers.
If the old approach is still maintained, no matter how much the subsidy increase is, it will be difficult to compensate for the increasing workload. Conversely, when digital transformation is deployed synchronously, digital platforms are applied in propaganda, data updates and interaction with people, the volume of administrative work will be significantly reduced.
This helps non-specialized personnel improve work efficiency, complete tasks well without being overloaded" - Dr. Doan Van Tinh assessed.
