The Ministry of Home Affairs adjusts regulations on civil servants going to the grassroots

The Ministry of Home Affairs proposes to remove the phrase "district level" in the policy for cadres, civil servants, and public employees who increase their business trips to the grassroots when amending Decree 178.

In addition to expanding the scope and beneficiaries, in the draft Decree on amending and supplementing Decree 178, the Ministry of Home Affairs also adjusted regulations related to policies and regimes for cadres, civil servants, public employees and workers when restructuring the apparatus.

Accordingly, the draft Decree clearly states the removal of the phrase "district level" in Clause 2, Article 12.

Previously, Article 12 of Decree 178 clearly stated regulations on policies for cadres, civil servants and public employees who increase their business trips to the grassroots.

For cadres, civil servants and public employees in central agencies who are assigned to work at Party and State agencies, socio-political organizations and public service units at the provincial and district levels, they will enjoy the following policies:

Continue to receive salary (including allowances) according to job position before being sent by agency, organization or unit.

One-time allowance equal to 3 months of basic salary at the time of receiving the job.

In case the unit works in an area with particularly difficult socio-economic conditions, it will enjoy the policies and regimes prescribed in Decree No. 76/2019/ND-CP (not entitled to the allowance prescribed in Point b of this Clause).

After cadres, civil servants and public employees complete their tasks at the grassroots level, are accepted back to the agency, organization or unit where they are sent or are assigned a suitable job by a competent authority that is not lower than the job position before being transferred to the grassroots level; at the same time, enjoy the following policies:

The salary will be increased by one level (the time of maintaining the new salary level is calculated according to the time of maintaining the old salary level) if the final salary level in the rank or title has not been ranked.

The ministries, departments, branches and provinces will consider rewarding according to the provisions of the Law on Emulation and Commendation.

The regimes specified in Point a, Point b and Point c, Clause 1 and Point a, Point b and Point c, Clause 2 of this Article shall be paid by the sending agency, organization or unit.
