Ms. Nguyen Thi Hong Nhung (name changed) wondered, when rewarding emulation movements launched by the Chairman of the Provincial People's Committee, will individuals who are reviewed and have their experiences drawn (not yet disciplined) be rewarded? What is the legal basis?
Regarding the reflection and recommendation of Ms. Nguyen Thi Hong Nhung, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, Clause 1, Article 74 of the Law on Emulation and Commendation stipulates the Certificates of Merit of Ministries, departments, branches and provinces as follows:
Certificates of merit from ministries, departments, branches and provinces to be awarded or posthumously awarded to individuals who are exemplary in implementing the Party's guidelines and policies and the State's laws and meet one of the following criteria:
Have excellent achievements evaluated in emulation movements launched by ministries, departments, branches and provinces;
Having many achievements or outstanding achievements, with influence in one of the fields under the management of the Ministry, department, branch, or province;
Contribute to socio-economic development, application of scientific and technical advances, social work, and humanitarian charity;
Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for excellent performance of tasks for two consecutive years or more, during which time two initiatives have been recognized and effectively applied within the grassroots level or two scientific topics, scientific projects, scientific and technological works have been accepted and effectively applied within the grassroots level;
Workers, farmers, and laborers have achieved many achievements in labor and production, and have influence in the commune, agency, unit, organization, and enterprise levels.
Accordingly, the necessary conditions to be awarded a Certificate of Merit by the Ministry, Department, Branch, or Province for an individual must be exemplary in implementing the Party's guidelines, the State's policies and laws, and meet one of the prescribed standards.
