The book "Handbook of organization and operation of local authorities at the commune level" was compiled by the Ministry of Home Affairs (in paper and electronic versions).
The content of the "Local Government at the Commune Level" Handbook is designed in a practical and clear direction, concretizing responsibilities, tasks, powers, working relationships and handling situations arising at the grassroots level, ensuring unity and effectiveness in organization and implementation.
In the handbook, the Ministry of Home Affairs has responded to a number of related contents when implementing the 2-level local government model.
In particular, there is a question: when the need to solve inter-commune problems arises (for example: Traffic planning, inter-commune water supply), who will be responsible for coordination?
Responding to this question, in the handbook, the Ministry of Home Affairs clearly stated that according to the provisions of Point g, Clause 2, Article 11 of the Law on Organization of Local Government 2025, issues related to the scope of 2 or more commune-level administrative units are under the authority of the local government at the provincial level.
Based on the practical situation, the local government at the provincial level assigns the local government of one of the relevant commune-level administrative units to preside over the settlement of issues related to the scope of 2 or more commune-level administrative units.
In addition, Clause 3, Article 11 of the Law on Organization of Local Government 2025 stipulates that if necessary, the People's Committee and Chairman of the Provincial People's Committee directly direct and manage the resolution of issues under the tasks and powers of other specialized agencies and administrative organizations under the People's Committees at their level, People's Committees, and Chairmen of People's Committees at the commune level, not to let the settlement of administrative work and procedures for people and businesses stagnate, congest, or be ineffective.
