Mr. Nguyen Van Dinh (character's name has been changed) expressed his concern about whether after the arrangement of administrative units, he was concerned about the allowance for the position of Militia and Self-Defense Commander, the allowance for responsibility of Party committees according to Decision 169.QD/TW, and the concurrent allowance for the departments of the old district People's Councils will still be reserved or not.
Regarding Mr. Dinh's reflection and recommendation, the Ministry of Home Affairs responded on the Electronic Information Portal.
In Clause 2 of Official Dispatch No. 16/CV-BCD dated August 9, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels, it is stipulated that: Cadres, civil servants, public employees, and workers affected by the arrangement of administrative units who are still cadres, civil servants, public employees, and workers at agencies, organizations in the political system, before being arranged to receive any allowance among the salary allowances in Point 1 of this document, after the arrangement, continue to keep the same allowance according to the orientation stated in Point 3.1, Clause 3, Official Dispatch No. 03/CV-BCD and Point 4.2, Clause 4, Clause B of Official Dispatch No. 11/CV-BCD.
In particular, from the date of the decision on arrangement, in case the cadres, civil servants, public employees, and workers have less than 6 months of remaining working time (due to retirement at the right age, early retirement, severance pay, etc.), the current allowance will remain the same until the end of the remaining working time.
The issue he proposed is under the authority of the Chairman of the Provincial/City People's Committee. The Ministry of Home Affairs recommends that you contact the agency managing cadres, civil servants and public employees (Department of Home Affairs) for answers.
