Health certificate issued by a competent health authority within 6 months; self-assessment form, must be evaluated by the person proposed for reception on political qualities, moral qualities, qualifications and professional and nghiệp vụ capacity, working process as required by the receiving agency.
The reception of commune-level NHĐKCT to become civil servants according to Decree No. 170/2025/ND-CP of the Government is implemented after the Provincial Party Committee's Organization Board appraises and submits to the Provincial Party Committee Standing Committee for consideration and approval of the job position project of localities, expected to be completed in April 2026.
Depending on the actual situation, the inspection and testing are carried out based on the summarized results, proposals from localities and the progress of appraisal, submitting to the Standing Committee of the Provincial Party Committee for approval of the project and job position.
In Hai Phong City, the Department of Home Affairs has carried out and completed the review and appraisal of cases of CIS at the commune level resigning when implementing local governments at 2 levels in the city according to Decree No. 154/2025/ND-CP of the Government regulating streamlining staff.
To date, Hai Phong City People's Committee has approved the subjects of staff streamlining with 1,952 cases meeting the conditions according to regulations.
In Thanh Hoa province, as of January 30, the whole province had 2,119 non-specialized officials who had decisions or dossiers confirming resignation.
Among the 2,119 part-time officials, some officials resigned from July 1, 2025 or some recently resigned. The number of non-specialized officials resigning may increase in the near future.
