The book "Handbook of organization and operation of local authorities at the commune level" was compiled by the Ministry of Home Affairs (in paper and electronic versions).
In the handbook, the Ministry of Home Affairs clearly stated the duties and powers of the Public Administration Service Center under the People's Committee at the commune level as stipulated in Article 8 of Decree No. 118/2025/ND-CP, including:
First, promptly and fully publicize by electronic means or documents the list and contents of administrative procedures under the authority of the settlement and implemented at the One-stop Department in accordance with the provisions of the law on administrative procedure control and relevant legal provisions; at the same time, support organizations and individuals with difficulties in accessing public information on electronic means;
Second, guide, receive, and check the validity and completeness of the dossier according to regulations; digitize, transfer the dossier to the competent authority to handle administrative procedures; return the results of handling administrative procedures to organizations and individuals according to the provisions of law; collect fees, charges, and financial obligations (if any) according to regulations; refuse to accept documents that are not in accordance with regulations;
Third, coordinate with relevant agencies and units to resolve and return the settlement results to organizations and individuals in cases where administrative procedures require settlement immediately on the day or administrative procedures are assigned or authorized to cadres, civil servants and public employees at the One-Stop settlement Department;
Fourth, preside over monitoring, supervising, evaluating, and urging the settlement and return of results by relevant agencies and units in accordance with approved procedures; requesting competent authorities to inform organizations and individuals about the reception and progress of administrative procedures; urging agencies and units to handle records that have reached or expired;
Fifth, receive, process or report to competent authorities to resolve feedback, recommendations, complaints and denunciations of organizations and individuals related to the implementation of administrative procedures at the One-stop Department...
Sixth, coordinate with relevant agencies and units to organize training and fostering to improve professional qualifications and skills for cadres, civil servants, public employees and employees working at the One-Stop Department. Monitor, urge, comment and evaluate compliance with public service discipline, rules and regulations for cadres, civil servants, public employees and employees working at the One-Stop Department;
Seventh, arrange, manage, and propose upgrading facilities and equipment to meet the operational requirements of the One-stop Department according to regulations. Providing necessary support services on legality, payment of financial obligations, foreign language translation, ethnic language (if necessary)...
Eighth, propose innovative and improved solutions to improve service quality and efficiency, facilitate organizations and individuals in performing administrative procedures; organize or coordinate the organization of information and propaganda on the activities of the One-stop Department and the implementation of administrative procedures according to the one-stop, one-stop mechanism;
Fourth, control administrative procedures according to authority, build e-government, monitor the application of information technology at the People's Committees at the commune level;
Ten is, perform other assigned tasks according to the provisions of law and under the direction of heads of ministries, branches and localities.
