On the afternoon of November 22, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented a summary report on the review of the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations.
Mr. Le Quang Huy said that the National Assembly's Committee on Science, Technology and Environment (KHCNMT) agreed with the necessity of promulgating the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations and believed that this amendment to the Law would meet integration requirements, be consistent with Vietnam's international commitments, create a transparent production and business environment, promote the development of the commercial market, contribute to improving competitiveness, and develop national quality infrastructure.
Regarding the national database system on technical standards and regulations, access to technical standards and regulations, the Committee for Science, Technology and Environment proposed to continue researching and perfecting the database exploitation mechanism, the decentralization mechanism in building, exploiting and using the national database system; at the same time, supplementing and clarifying the mechanism for exploiting the national database on technical standards and regulations; the feasibility of building, exploiting and using the national database system; the responsibility of the organization announcing basic standards; regulations on interconnecting the database system of technical standards and regulations.
The Committee for Science, Technology and Environment also proposed to supplement regulations on the process of developing national standards (TCVN); to provide clearer regulations on the participation of organizations and individuals in developing TCVN; to supplement regulations on criteria, conditions and responsibilities for relevant organizations and individuals to participate in developing TCVN; to base on the TCVN development plan of ministries, branches and organizations proposed in each period in accordance with the National Standardization Strategy; the tasks of the National Technical Standards Board; criteria, conditions, rights, obligations and responsibilities of members of the Standards Board.
Regarding the socialization of activities in building, disseminating and applying standards, the committee proposed to regulate these contents more fully and in more detail, including studying and regulating specific policies and incentive mechanisms to support funding, facilities, etc. for organizations, businesses and individuals participating in standardization activities, especially in new fields.
Regarding the national standardization agency, it is recommended to study and supplement regulations on this agency, ensuring compliance with the requirements of the TBT Agreement (Agreement on Technical Barriers to Trade) and fully implementing the rights and obligations of member countries when participating in Free Trade Agreements...
According to the summary report, the draft Law amends and supplements 19 out of a total of 71 articles (accounting for 26.7%) of the current Law on Technical Standards and Regulations.
