On the morning of June 10, the National Assembly Standing Committee gave its opinion on the reception, explanation, and revision of the draft Law amending and supplementing a number of articles of the Law on Planning.
Speaking at the meeting, Minister of Finance Nguyen Van Thang said that the 2019 Planning Law has changed fundamentally and comprehensively compared to previous Planning Laws. However, there have been problems in the implementation process and have not been comprehensively amended or supplemented.
According to Mr. Nguyen Van Thang, there are some bottlenecks that can be pointed out when implementing, such as the fact that 63 provinces and cities are implementing planning at the same time, while consulting units in our country are still very limited.
Mr. Thang said that to ensure progress, localities are trying very hard in planning. However, many places have not met the requirements due to chasing progress, leading to problems in implementation.
In addition, many localities have been very active in attracting investment in recent times.
"Large investors often have the world's leading consulting team in project research. When reviewing and finding that the planning in that area is not suitable for the project, they request the locality to make adjustments. To attract investors, localities must adjust.
According to regulations, whoever approves the plan will adjust it, or in other words, it will be all concentrated at the central level, so there will be a problem," said Minister Nguyen Van Thang.

According to Mr. Thang, this amendment to the Law cannot be revised thoroughly and comprehensively, but only revised in the direction of situation and urgency.
Accordingly, this amendment to the Law aims to implement the requirements of Conclusion 127 of the Politburo and the Secretariat on implementing research and proposing to continue to reorganize the apparatus of the political system, which is changing administrative boundaries and merging provinces.
After the merger of provinces, it is necessary to review and continue to make comprehensive adjustments in the direction of removing any problems.
"This time, in the spirit of Conclusion 127, the Minister will ensure to the National Assembly Standing Committee that localities will be able to implement it," said Politburo member and National Assembly Chairman Tran Thanh Man after the Minister of Finance raised the problems.
In addition, the National Assembly Chairman also requested the drafting agency to continue to collect opinions from localities, especially the merged localities, to perfect the Law.

At the same time, the National Assembly Chairman pointed out two major problems in implementing the Planning Law, the first is the assessment of the suitability of planning types together; the second is the assessment of the suitability of investment projects with planning in the context of incomplete planning data agencies.
"Give it right, give it right, let's resolve any problems in localities immediately. Some opinions say that implementation often overlaps with Decrees and Circulars. I suggest that this time it must be clear, not to let there be any bottlenecks when implementing", said National Assembly Chairman Tran Thanh Man.
The National Assembly Chairman agreed on the direction of decentralizing planning adjustments to the provincial level - "However, there must be inspection and supervision, not letting the provincial level do things that the Central Government does not know".
