On the afternoon of November 3, the National Assembly discussed in groups the Law amending and supplementing a number of articles of the Price Law.
At the discussion session, Minister of Health Dao Hong Lan gave some important comments to help the drafting committee complete the draft law.
According to Minister Dao Hong Lan, the price of medical services directly affects medical examination and treatment as well as the rights of the people. The amendment of the law aims to ensure consistency and unity, facilitating medical facilities in the implementation process.
The draft Law amending and supplementing a number of articles of the Law on Prices has 2 services related to disease prevention: Regulating the Ministry of Health to specifically evaluate or decentralize to units and agencies under the specific Valuation Ministry, applicable to units under the Ministry of Health.
According to the minister, for this content, the Ministry of Health proposed that the ministry directly implement it for units under the ministry.
The Ministry of Public Security and the Ministry of National Defense will implement it for units under these two ministries. For other ministries and branches, for example hospitals under other ministries, it will be implemented in the direction of assigning the Provincial People's Committee where the medical facility is headquartered to implement according to local prices.
The Ministry of Health cannot set prices for other ministries and branches, said Minister of Health Dao Hong Lan.

Minister Dao Hong Lan said: Regarding the current price of medical examination and treatment services stipulated in the Appendix of the Law on Prices, the Ministry of Health proposes to amend in the direction that the Ministry of Health presides over and coordinates with the Ministry of Finance to regulate the valuation method for medical examination and treatment services. This will be consistent with Clause 4, Article 110 of the Law on Medical Examination and Treatment".
The Minister also analyzed the "disagreement" in regulations on valuation and valuation decentralization. Therefore, the minister suggested that the Law amending and supplementing a number of articles of the Law on Prices should be revised to ensure consistency in determining the price of disease prevention and the price of medical examination and treatment.
Another point that the minister is interested in is the content of economic and technical norms. Accordingly, in Clause 4, Article 21 of the draft Law amending and supplementing a number of articles of the Law on Prices, the minister proposed to remove the regulation on promulgating "specific" economic norms for goods and services, because up to now, only the regulation on promulgating economic - technical norms (if any) has been issued.
The Minister said: "Currently, we have added the word "specifications" but there are no specific instructions on how to determine "economic - technical characteristics". This will cause problems in the implementation process. Therefore, we propose to amend the content in Clause 4, Article 21 of the Law on Prices".
From the above analysis, the Minister of Health strongly proposed to include these contents in the Law amending and supplementing a number of articles of the Price Law to facilitate the implementation process.
