On October 10, Politburo member, Standing member of the Secretariat Tran Cam Tu chaired a meeting with the Standing Committee of the Party Committee of the Ministry of Health and representatives of relevant agencies on the implementation of Resolution No. 72-NQ/TW, dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen, protect, care for and improve people's health.
Concluding the meeting, Standing member of the Secretariat Tran Cam Tu highly appreciated the sense of responsibility, proactiveness and urgency of the Party Committee of the Ministry of Health in advising, organizing the dissemination and implementation of the Resolution after only one month from the date of promulgation.
The Ministry of Health has advised and submitted to the Government to issue Resolution No. 282 and a Submission to the National Assembly to issue a Resolution on breakthrough mechanisms and policies and two important draft laws, the Law on Disease Prevention and the Law on Population, right in the October 2025 session.
The Standing Committee of the Secretariat also requested to focus on rearranging the streamlined health system to operate effectively, efficiently, effectively, and efficiently, in accordance with the 3-level government; emphasizing that this is a very important issue, directly affecting the organization and operation of the entire sector.
Regarding improving the quality of medical human resources, Standing member of the Secretariat Tran Cam Tu suggested that in the immediate future, it is necessary to prioritize focusing resources from the National Target Program on Health Care, Population and Development for the period 2026-2035 for preventive medicine and grassroots health care. Urgently complete regulations on salary policies and specific occupational allowances for health workers to retain and attract human resources. Key universities prioritized for capital allocation must focus on developing specialized training and human resources for grassroots health care.
Proactively coordinate with the Ministry of Education and Training to advise the Government in reviewing the planning of the network of universities and decentralizing the management of universities in the medical sector in a scientific, substantial and effective manner, ensuring compliance with the spirit of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.
The Standing Secretariat proposed that projects and tasks in the 2026-2030 period, especially the National Target Program on Health Care, the Hospital fee exemption Project, the People's once-in-a-year periodic health check-up Project... must be implemented with the highest political determination.
The research and proposal to increase the health insurance contribution level from 2027 and solutions to reduce direct health insurance costs from the people, towards exemption of all-people hospital fees by 2030 must be carried out with a scientific, public and transparent roadmap to ensure sustainable resources for health while still reducing the financial burden on the people, increasing the level of financial protection of the Health Insurance Fund.
The Standing Secretariat suggested that the Ministry of Health should act as a focal point for coordination with relevant ministries and branches to build and operate a National Database on Health to ensure standards for connection, sharing and synchronous and smooth connection with other national databases.
Focus on investing in information technology infrastructure in grassroots health care to effectively deploy Electronic medical records, Electronic health books, Electronic prescriptions, serve the management of people's health data throughout life and reduce medical costs, promptly meeting people's needs.
