On December 14, Ca Mau Provincial Party Committee held a Steering Committee meeting to review the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.
According to the draft project, the arrangement of the organizational apparatus for Party committees and organizations proposes merging the Propaganda Department with the Mass Mobilization Department at the provincial and district levels. Ending the activities of the Party Executive Committees, Party Delegations (3 Party Executive Committees, 8 Party Delegations), and the Party Civil Affairs Committee. Developing a project to establish 2 Party Committees directly under the provincial Party Committee, including: Party Committee of Party agencies, socio-political organizations, provincial judiciary and Party Committee of provincial government. Provincial Committee for Protection and Health Care of Cadres in the direction of transferring facilities, equipment, medical staff to the health sector (some hospitals); transferring the task of monitoring and managing cadres' health to the Provincial Party Committee's Organization Committee.
Regarding the plan to reorganize the local government bloc, it is expected to merge departments and branches like other localities and follow the Central Government's instructions in the spirit of reorganizing Central Ministries and branches.
Ca Mau is reorganized to the district and city levels in the province: Merge the Economic Department (Ca Mau city), the Department of Agriculture and Rural Development (districts) and the Department of Natural Resources and Environment. Merge the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor; transfer the state management function of vocational education to the Department of Education and Training.
At the end of its operation, the Health Department of Ca Mau City will transfer its functions and tasks to the Office of the People's Council - People's Committee of the City. At the end of its operation, the Ethnic Affairs Department of Dam Doi, Thoi Binh, Tran Van Thoi, U Minh districts and Ca Mau City will transfer its tasks to the Department of Home Affairs; or transfer the state management functions and tasks of religion of the Department of Home Affairs to the Department of Ethnic Affairs to establish the Department of Ethnic Affairs - Religion (for localities with a Department of Ethnic Affairs).
At the conference, Chairman of the People's Committee of Ca Mau province Pham Thanh Ngai suggested that the names of the agencies and units after the merger should be almost in line with the Central Government's direction. Currently, Ca Mau has 15 special associations, and the province will streamline them when the Central Government has a policy. For the district level, it is necessary to focus on the human factor when arranging and organizing work, so that tasks can be performed more effectively than before.
Secretary of the Ca Mau Provincial Party Committee Nguyen Tien Hai requested that Party committees, departments, branches, and localities urgently coordinate to calculate and implement the transfer and arrangement of functions and tasks within the organization after the merger in December 2024. In particular, the arrangement and rearrangement of units under departments and branches, and any units that can be transferred without being entangled in legal regulations should be implemented soon, especially the transfer of the Department of Protection and Health Care of Cadres to the Provincial Party Committee's Organization Department should be done in December 2024.
Secretary of the Ca Mau Provincial Party Committee Nguyen Tien Hai agreed to end the activities of the Ethnic Committee and Ethnic Divisions of districts and cities. Transfer the medical center to the district health department responsible for human resources management, while the treatment facilities and medical expertise are under the management of the Department of Health. Streamline the staff of cultural - media and sports centers, including the provincial cultural center.
Merge Ca Mau Newspaper and Radio - Television Station into a Media and Press Center under the management of the Provincial Party Committee. Maintain the Provincial Party Committee's Electronic Information Portal and the Provincial Electronic Information Portal, but perform the correct functions and tasks. Reorganize the teams, Market Management Department, and the Provincial Market Management Department, transferring functions and tasks to the Department of Industry and Trade. Review and consider the Central regulations on the arrangement of the Administrative Reform Department (under the Provincial People's Committee Office) according to the correct functions, tasks and authority.
