On the morning of May 11, in Hanoi, Politburo member and Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for the implementation of the elimination of temporary and dilapidated houses nationwide - chaired the 4th meeting of the Steering Committee.
Also attending the meeting were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh, Deputy Head of the Steering Committee; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Deputy Head of the Steering Committee; representatives of leaders of relevant ministries and branches.
The meeting was connected online to the headquarters of the People's Committees of provinces and centrally run cities.
In his opening speech, Prime Minister Pham Minh Chinh said that the elimination of temporary and dilapidated houses nationwide for the people is a very humane and meaningful work, implemented very actively with the spirit and motto of "whoever has something helps everyone, whoever has merits helps others, whoever has property helps others, whoever has a lot helps a lot, whoever has little helps a little".
The Prime Minister proposed to clarify the difficulties, obstacles and challenges in implementing the program; answer proposals and recommendations from localities, remove difficulties related to housing support funding for people with revolutionary contributions and relatives of martyrs and 2 national target programs.
Sharing lessons learned in directing, operating, allocating and mobilizing resources in the spirit of "6 clear: clear people, clear work, clear results, clear progress, clear responsibilities"; key, breakthrough tasks and solutions to maintain momentum, keep pace, maintain momentum, and progress in the implementation of the Movement; the good aspects are promoted and replicated, and what is not good is learned and adjusted.

According to the Prime Minister, at the 3rd meeting (March 10, 2025), the Steering Committee continued to agree on the direction and implementation methods and assigned specific tasks to members, ministries, agencies and localities in the spirit of "Only discuss work, not retreat; determined to basically complete the goal of eliminating temporary and dilapidated houses nationwide by October 31, 2025".
Basically, a complete system of documents has been issued according to its authority to promote the implementation of the program to eliminate temporary and dilapidated houses nationwide; especially documents directing, guiding, resolving difficulties and problems, responding to recommendations of localities.
To date, central and local agencies have completed 18/27 tasks and are implementing 9/27 tasks.
Since its launch, the country has eliminated nearly 209,000 houses (11,000 houses were inaugurated and handed over; 98,000 houses were started), reaching about 77% of the total demand.
From the 3rd session to now, nearly 87,000 houses have been started and inaugurated, an average increase of 26 houses/locality/day.
According to the Prime Minister, this is a very encouraging result in the context that all levels, sectors and localities are having to simultaneously carry out tasks, especially reorganizing the apparatus, building 2-level local governments; promoting economic growth of 8% or more in difficult conditions.
However, the Prime Minister said that the tasks from now until October 31, 2025 are still very heavy (there are still about 61,800 temporary and dilapidated houses) due to the involvement of many ministries, agencies and localities, the scope of implementation is wide, while the remaining time is not much (about 170 days). On average, 364 units must be completed per day nationwide; on average, each locality must complete 8 units/day.
Therefore, it is required that all levels, sectors and localities make greater efforts, be more determined, act more decisively, effectively, and be more focused and key to successfully implement the Program's goals.
