Prime Minister Pham Minh Chinh signed Official Dispatch No. 144/CD-TTg on ensuring the reduction and simplification of administrative procedures, business conditions and smooth and effective implementation of administrative procedures (AP) in implementing local government at both levels.
In the telegram, the Prime Minister requested the Chairmen of the People's Committees of provinces and cities to review and arrange cadres and civil servants to be fully qualified and meet the professional requirements of the job position, especially full-time cadres and civil servants from specialized departments sent to work at the Commune-level Public Administration Service Center to guide, receive and resolve administrative procedures for people and businesses, ensuring efficiency and smoothness, avoiding local congestion, to be completed before August 31, 2025.
Complete the issuance of the Decision on public disclosure and organization of administrative procedures regardless of administrative boundaries within the provincial level, helping people conveniently choose to submit administrative procedures suitable for their place of residence, living, studying, working, and completing before August 31.
The People's Committees of 4 provinces: Tuyen Quang, Dak Lak, Tay Ninh, Lai Chau preside over and coordinate with the Government Affairs Committee to urgently issue sufficient digital signatures for civil service for cadres and civil servants at the Commune-level Public Administration Service Centers.
Implement data conversion from systems of provinces before the merger, ensuring complete, accurate, and trangitive data for management, operation, settlement of administrative procedures, and provision of online public services; fully arrange equipment and facilities.
In which, the People's Committees of the provinces of Dong Thap and Dien Bien have arranged a full set of computers to support the implementation of online public services for people at the Public Administration Service Center in accordance with regulations.
Strengthen inspection, guidance, promptly handle difficulties and problems, especially "bottlenecks" and "bottlenecks" in the process of receiving and handling administrative procedures in provinces and cities.

Speed up the completion of the process restructuring, providing online public services in accordance with the goals and requirements in Plan No. 02-KH/BCDTW of the Central Steering Committee on science, technology development, innovation and digital transformation, especially the administrative procedures for businesses and administrative procedures under the authority of the provincial and commune levels.
