Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1581/QD-TTg promulgating the Plan to continue perfecting the organization of the political system and preparing for Party Congresses at all levels.
The plan clearly states specific tasks, identifying the host agency, coordinating agency, products and deadline for completion.
Notably, the Ministry of Home Affairs is assigned to preside over and coordinate with relevant ministries and branches to review and evaluate the situation of management and use of the Government payroll after restructuring the apparatus.
Complete the job position to serve as a basis for determining the payroll until 2031 of ministries, ministerial-level agencies, agencies under the Government, Vietnamese representative agencies abroad, public service units, and mass organizations assigned by the Party and State at the Central level.
The Ministry of Home Affairs reports the implementation results; submits to the Government to issue a Decree; submits to the Minister of Home Affairs to issue a circular according to its authority. This task is required to be completed before December 31, 2025.
For localities, Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) - said that for now, the staff and civil servants will basically be kept intact to carry out tasks in the area.
In the coming time, the Ministry of Home Affairs will advise the Government and coordinate with the Central Organizing Committee to re-determ the job position and workload, thereby developing criteria and standards for limiting the number of cadres and civil servants suitable for both the provincial and grassroots levels. These proposals will be reported to the Politburo for consideration and decision.
Identifying people as a key factor, the Ministry of Home Affairs is promoting training and professional development activities for commune-level cadres and civil servants. This July, training courses have been deployed in Dien Bien province and will continue to be held in Ho Chi Minh City and many other localities.
In February 2025, the National Assembly passed a Resolution of the National Assembly on the organizational structure of the Government for the 15th National Assembly term.
Accordingly, the organizational structure of the Government for the 15th National Assembly term includes 14 ministries and 3 ministerial-level agencies.
14 ministries include: Ministry of National Defense; Ministry of Public Security; Ministry of Foreign Affairs; Ministry of Home Affairs; Ministry of Justice; Ministry of Industry and Trade; Ministry of Agriculture and Environment; Ministry of Construction; Ministry of Culture, Sports and Tourism; Ministry of Science and Technology; Ministry of Education and Training; Ministry of Health; Ministry of Ethnic Minorities and Religions.
3 ministerial-level agencies include: State Bank of Vietnam; Government Inspectorate; Government Office.
The structure of the number of Government members for the 15th National Assembly term includes 25 members: Prime Minister, 7 Deputy Prime Ministers, 14 ministers and 3 heads of ministerial-level agencies.
After the arrangement of the apparatus at ministries, ministerial-level agencies, and agencies under the Government, the number of positions at ministries and branches decreased by about 22,323 people, reaching about 20%.
Ministries, branches and localities have basically used the assigned number of positions, not exceeding the number of positions approved by competent authorities; at the same time, they have proactively developed a plan to implement a roadmap for streamlining positions in conjunction with restructuring and improving the quality of the staff, civil servants and public employees according to job positions.
