Applicable subjects include:
1. Civil servants specified in Article 1 of the Law on Civil Servants No. 129/2025/QH15.
2. Agencies managing public employees, including: Office of the Party Central Committee, Central Inspection Committee, Central Party Committees, other competent agencies of the Party; Vietnam Fatherland Front, socio-political organizations at the central level; Standing Committees of provincial and centrally-run city party committees; Office of the National Assembly, Office of the President, State Audit Office; Supreme People's Court, Supreme People's Procuracy; Ministries, ministerial-level agencies; organizations established by competent authorities that are not public non-business units; Provincial and city People's Committees.
3. Agencies, organizations, and units with management authority or assigned to directly manage public non-business units.
4. Public non-business units established by competent authorities in accordance with the law or according to decisions of competent authorities.
The Decree stipulates that the recruitment of public employees through the form of recruitment is decided by the agency or unit with recruitment authority and is carried out separately for each of the following groups of subjects:
1. People who commit to volunteering to work for 3 years or more in areas with particularly difficult socio-economic conditions in the fields of health, education and other basic and essential fields according to the provisions of law.
2. Students studying under the enrollment regime according to the provisions of the Education Law, after graduation, return to work in the locality where they are sent to study.
3. Excellent graduates, talented people who are subject to the policy of attracting high-quality human resources according to the Government's regulations or regulations of public employee management agencies.
The Decree stipulates the subjects and priority points in the entrance exam or admission consideration specifically as follows:
- Heroes of the People's Armed Forces, Labor Heroes, wounded soldiers, people enjoying policies like wounded soldiers, wounded soldiers type B: Added 7.5 points to the results of round 2.
- Ethnic minorities; army officers, professional soldiers demobilized; officers and non-commissioned officers of the People's Police demobilized; people working in cipher work transferred to other fields; students who graduated from reserve officer training, graduated from training of commanders of commune-level military commands in the grassroots military sector who were awarded the rank of reserve officer and registered for the rank of reserve officer; children of revolutionary activists before January 1, 1945, children of revolutionary activists from January 1, 1945 to the August Revolution, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of type B wounded soldiers, biological children of resistance activists infected with chemical toxins, children of People's Armed Forces Heroes, children of Labor Heroes: 5 points are added to the results of round 2.
- People who have completed military service, the obligation to participate in the people's police; national defense workers and civil servants who quit their jobs while still of working age; youth volunteer team members, young intellectuals who volunteer to work in national defense economic zones after completing the task of participating in the project: 2.5 points are added to the results of round 2.
- Trade union officials who have grown up from the grassroots level, in the worker movement according to the regulations of competent authorities: 1.5 points are added to the results of round 2.
In case the candidate taking the exam or applying for admission belongs to many priority areas mentioned above, the highest priority points will only be added to the results of round 2.
This Decree takes effect from July 1, 2026.
