Ban on sending Vietnamese workers to work as massage workers abroad

The law strictly prohibits sending Vietnamese workers to work abroad for massage work.

The National Assembly has passed the Law amending and supplementing a number of articles of the Law on Workers going to work abroad under contract. The Law takes effect from March 1, 2027.

This Law stipulates the rights, obligations and responsibilities of Vietnamese workers going to work abroad under contracts, enterprises, public service units and agencies, organizations, and individuals related to the field of Vietnamese workers going to work abroad under contracts; policies for workers; state management in the field of Vietnamese workers going to work abroad under contracts.

The Law just passed amendments and supplements to Clause 1, Article 4 such as prioritizing sending trained workers with technical expertise to work abroad under contract to improve income, train skills, access technology, modern management, foreign languages, labor discipline, and industrial style.

Strengthen job information connections for workers returning home with the domestic labor market to promote and effectively use skilled human resources who have worked abroad.

Vietnamese workers going to work abroad under contract in some industries, professions, jobs requiring technical expertise or fields prioritized by the State are entitled to special mechanisms and policies to go to work abroad.

Workers are also attracted and used effectively human resources after returning home in accordance with socio-economic conditions in each period according to the Government's regulations.

Regarding prohibited acts in the field of Vietnamese workers going to work abroad under contracts, the law amends and supplements a number of clauses of Article 7.

Accordingly, it is strictly forbidden to go to work abroad or organize recruitment, prepare labor sources, and send Vietnamese workers to work abroad under contracts that violate national security, social order and safety, social ethics, health of workers and the community or are not permitted by the labor receiving country.

The law also amends and supplements a clause prohibiting working abroad or sending Vietnamese workers to work abroad for massage work.

Previously, in the Law on Workers going to work abroad under contract in 2020, this prohibition applied to sending workers to work as massage workers in the field of restaurants, hotels or entertainment centers.

At the same time, the law also amends and supplements the act of prohibiting organizations from going to work abroad or organizing the selection and preparation of labor sources, sending Vietnamese workers to work abroad in war zones or being advised by competent authorities not to go or restricted from going.
