This content is stated in Directive No. 18/CT-TTg dated May 8, 2026 of the Prime Minister on improving the quality of local government officials and civil servants at the commune level, meeting the requirements of the new situation.
In the directive, the Prime Minister requested the Ministry of Construction to focus on building social housing policies for cadres, civil servants, and public employees with housing difficulties, to be completed in the third quarter of 2026.
The Ministry of Finance shall preside over and coordinate with ministries, branches, and localities to guide and allocate funds to ensure facilities, equipment, regimes, policies and training and fostering funds to improve the quality of the contingent of cadres and civil servants of local government at commune level according to regulations.
The Ministry of Home Affairs guides specific forms of recruitment to promptly supplement human resources for the commune level, to be completed in the second quarter of 2026.

Guiding, urging, and monitoring ministries, branches, and localities to implement Decision No. 700/QD-TTg dated April 20, 2026 approving the project to strengthen the training of cadres and civil servants in communes, wards, and special zones to meet the requirements of operating local governments at 2 levels in the 2026-2031 period.
Building a national common digital learning system for commune-level officials and civil servants on the "Digital Popular Education" platform, to be completed in December 2026.
Coordinate with the Ho Chi Minh National Academy of Politics to implement training for commune-level cadres and civil servants under the responsibilities specified in Decree No. 171/2025/ND-CP on training and fostering civil servants and Decision No. 700/QD-TTg approving the project to strengthen the training of cadres and civil servants in communes, wards, and special zones to meet the requirements of operating local governments at 2 levels in the 2026-2031 period.
Ministers and Heads of ministerial-level agencies focus on synchronously completing institutions and laws to improve the effectiveness and efficiency of the 2-level local government model; review and assess the feasibility of decentralization, delegation of power, and decentralization of authority of local governments, propose competent authorities to amend, supplement, and improve regulations to be appropriate, especially the contents of decentralization and delegation of power to commune levels, to be completed in the second quarter of 2026.
Review and promote cuts and simplifications of administrative procedures; promulgate regulations and guidelines on dossiers, professional procedures, administrative procedures, handling situations... that have been decentralized, delegated powers, and delimited authority to the provincial and commune levels, in accordance with the qualifications and capacity of cadres and civil servants, and practical requirements when operating the new organizational structure, to be completed in the second quarter of 2026.
Focus on building a national database and specialized data to ensure intercommunication and synchronous connection from the Central to provincial and commune levels; urgently review information systems, software, and applications under management to definitively solve existing problems and obstacles to ensure smooth operation and meet user requirements.
Promote digital transformation in cadre management and public service performance, and digitize cadre management.
Linking digital transformation with personnel work, ensuring sufficient capacity to work in the digital environment, using data, improving work processing speed, transparency and inter-connection capacity to serve people and businesses.
