To celebrate the 136th birthday of President Ho Chi Minh, at the ceremony to award 80-year, 75-year and 70-year Party Badges to 34 veteran Party members of the Hanoi Party Committee on May 19, General Secretary and President To Lam emphasized: "Our Party must be truly clean and strong. The State must truly be of the people, by the people, for the people. Cadres and party members must truly be pioneers and exemplary".
The speech of General Secretary and President To Lam received much attention and agreement from officials and party members. Assoc. Prof. Dr. Nguyen Thi Thu Hoa - Head of Public Management Department, University of Economics and Law, Vietnam National University Ho Chi Minh City - said that in the above speech, the phrase "true" being emphasized 3 times is not accidental. That is the requirement to transform from slogans to actions, from form to substance, especially in the context that the country is entering a new era of development with unprecedented demands.
Assoc. Prof. Dr. Nguyen Thi Thu Hoa said that the fourth industrial revolution, artificial intelligence, digital economy and global geopolitical shifts are reshaping the method of national governance. An administration operating mainly in paper documents, hierarchical processes and the mentality "the right process is safe" is no longer strong enough to bring the country forward quickly and sustainably.

According to Ms. Hoa, the "cadre" standard must also be redefined. Besides political qualities and revolutionary ethics, today's cadres need to be equipped with more digital capacity, data thinking, decision-making ability in uncertain environments, risk management skills and lifelong learning ability.
Major issues such as green transformation, population aging, network security, smart city development or strategic technology autonomy are all inter-sectoral, multi-layered and volatile. Therefore, the single-sectoral, closed working method, waiting for step-by-step direction is no longer appropriate.
Officials must be companions, paving the way for the new
According to Assoc. Prof. Dr. Nguyen Thi Thu Hoa, cadres must have systematic thinking, inter-sectoral coordination capacity and the courage to handle complex issues. This is also the content of the spirit of "dare to think, dare to do, dare to take responsibility for the common good" that General Secretary and President To Lam has repeatedly emphasized.
Ms. Hoa also believes that the national governance model is fundamentally shifting from "management" to "serving development". In the old management mindset, people and businesses were often seen as subjects being adjusted. In the mindset of serving development, they are the center, the subject being facilitated to promote creative capacity and contribute to the country.
At that time, officials are no longer the ones who "allow" or "not allow", but the ones who accompany, remove obstacles, and pave the way for new things," she emphasized.
Each delayed decision, each cumbersome procedure, each indifferent attitude is therefore a cost that society has to bear and a "scratch" in people's trust. In today's digital space, an illegal document, an inappropriate statement or an act of profiteering can spread immediately and leave long-term consequences.
Public service ethics is no longer an internal category but has become a political asset of the entire system. The requirement of "of the people, by the people, for the people" must be concretized by transparency in the process, accountability in decisions and substantive measurement by the level of satisfaction of people and businesses.
From the speech of General Secretary and President To Lam, Assoc. Prof. Dr. Nguyen Thi Thu Hoa said that this is not only a tribute to the previous generation but also a call for today's generation of cadres to self-examine, self-correct, and elevate themselves to be on par with the tasks, meeting the new development requirements of the country.
