On September 22, the National Assembly Standing Committee gave its opinion on the draft Law on Savings and Combat of Wastefulness (comprehensive amendment to the Law on Practicing Thrift and Combating Wastefulness).
Presenting the report, Deputy Minister of Finance Ho Sy Hung emphasized that the development of the Law on Savings and Combat of Wastefulness aims to create a synchronous, unified, clear and effective legal framework for this work.
Notably, the bill adds a regulation on "all-people thrift and anti-waste day" which is on May 31 every year. At the same time, the Government was assigned to specify in detail the organization of the implementation of "all-people thrift and anti-waste day" to ensure effective implementation.
The draft law also adds regulations on building a national database on thrift and combating waste.
This is a collection of data, information, targets, and data of agencies, organizations, and units related to thrift and anti-waste management managed by the Ministry of Finance to serve state management, monitor, and report on the situation of thrift and anti-waste practice nationwide.
At the same time, the draft law also assigns the Government to specify in detail the construction, updating, maintaining, exploiting and using national databases on thrift and combating waste.
The draft law has identified 9 groups of wasteful behaviors and 9 groups of violations in organizing waste prevention and control to ensure adequate handling mechanisms for some behaviors that are not regulated by current law.
At the same time, it is supplemented with the content assigning the Government to specify in detail each act of waste, specific violations and corresponding disciplinary sanctions for heads of agencies, organizations, units and related individuals in case of committing violations or acts of waste.
Reviewing this content, Chairman of the Economic and Financial Committee Phan Van Mai stated that the Standing Committee of the Committee agreed with the necessity of promulgating a law to replace the current law.
The Chairman of the Economic and Financial Committee said that the Standing Committee of the Economic and Financial Committee proposed to study and regulate accountability; mechanisms to encourage and protect information providers and those fighting waste; and determine personal and related responsibilities.
"It is recommended to clearly stipulate the principles of disciplinary action, dismissal or resignation when serious waste occurs within the scope of management" - Chairman of the Economic and Financial Committee emphasized.
Regarding handling violations in implementing thrift and combating waste, Mr. Phan Van Mai said that this is an important content of the law to resolve current problems.
Therefore, the inspection agency proposed to study and specify regulations on handling violations and regulations on compensation for damages.
The Chairman of the Economic and Financial Committee proposed to stipulate in the law or assign the Government to stipulate cases of waste that must be compensated and the compensation level.
The inspection agency proposed to study and supplement regulations on applying remedial measures in the direction of restoration, restructuring, converting land use purposes, in order to make the most of the remaining value of public assets, projects, infrastructure, etc.
Thus, according to the Economic and Financial Committee, it will ensure compliance with the principle of sustainable governance, contributing to limiting double losses in the budget and society, while increasing the responsibility for effectively reusing public finance and assets.
