On May 5, continuing the program of the 9th Session, the National Assembly discussed in groups the proposal to amend and supplement a number of articles of the 2013 Constitution; The establishment of a draft committee to amend and supplement a number of articles of the 2013 Constitution.
In Group 13, after studying, the delegates all agreed and reached a high level of consensus on amending the Constitution as well as the establishment of a Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution.

Giving opinions at the group discussion, National Assembly Chairman Tran Thanh Man emphasized that the amendment and supplementation of a number of articles of the Constitution this time aims to promptly institutionalize the Party's major policies, especially the work of streamlining the apparatus, arranging administrative units, and organizing local governments at two levels.
Accordingly, the content of this revised Constitution focuses on amending and supplementing 8/120 articles, with 2 groups of contents: Regulations of the 2013 Constitution related to the Vietnam Fatherland Front, socio-political organizations; Regulations in Chapter 9 of the 2013 Constitution to implement the 2-level local government organization model.
The Chairman of the National Assembly stated that, at this session, if the National Assembly decided to approve the Resolution amending and supplementing a number of articles of the Constitution before June 30, 2025 and effective from 1.7.2025, the district -level tasks will end up to the district level, part of the provincial level. The government model will have two levels of provincial and commune levels.
"The district level will only end its operation when the amendment to the Constitution is approved. Using the word end, not no more or giving up the district level", National Assembly Chairman Tran Thanh Man said at the group discussion.
Therefore, the National Assembly Chairman suggested that the delegates study carefully, discuss democratically, and contribute constructive opinions to achieve the highest quality. In particular, we must listen to the people's opinions.
It is expected that from tomorrow (May 6), the Government and the Vietnam Fatherland Front will organize a public consultation (a 30-day period).


Regarding the merger of the province, the Chairman of the National Assembly also informed that on May 16, the Government will submit to the National Assembly to merge the province. In the second phase of the session (June 2025 - PV), the National Assembly will consider and discuss the project of merging provinces.
If approved by the National Assembly, 63 provinces and cities will be merged down to 34 provinces and cities.
At the end of the discussion at the group, the delegates of Group 13 agreed and affirmed and revised the Constitution at this time to be very necessary, creating a donation basis for the implementation of the revolution of streamlining the organizational structure, building, perfecting and improving the performance of the political system.
Delegates believe that after the amendment, our country's political system will be operated more effectively, closer to the people, closer to the people and create a breakthrough in socio-economic development, strengthen national defense and security, party building and a strong political system.
