Presenting to the National Assembly, Vice Chairman of the National Assembly Nguyen Khac Dinh said that since the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam) until now, our country has had 5 different Constitutions, marking different stages in the process of building and developing the country.

After more than 11 years of implementation, the provisions of the 2013 Constitution have created an important donation basis for the consolidation and operation of the political system. Vietnam Fatherland Front, socio -political organizations, member organizations of the Front continue to affirm its role in promoting democracy, representing, protecting the legitimate and legitimate rights and interests of the people.
However, in addition to the achieved results, the implementation of the provisions of the Constitution and laws related to the Vietnam Fatherland Front, socio-political organizations and local governments still have some issues that need to continue to be improved to meet the practical requirements of national development.
Accordingly, some functions and tasks of the Vietnam Fatherland Front have not been fully promoted, there are still overlaps and overlaps in functions and tasks, overlaps in the subjects of mobilizing gatherings in some member organizations of the Front, sometimes, some places are not really close to the grassroots, and the situation of the people is not grasped in a timely manner.
The 3-level local government model has revealed bullying, overlap, and overlap in tasks and powers, and many administrative procedures, and has not maximized the application of scientific and technological achievements to improve the effectiveness of state management and serve people and businesses.
The existence of many small-scale administrative units disperses resources, fails to promote local advantages and potential for socio-economic development, making it difficult to plan and use the country's socio-economic development resources reasonably, economically and effectively.
"Therefore, the amendment and supplementation of a number of articles of the 2013 Constitution in the present time is very necessary, creating a donation basis for the implementation of the revolution of streamlining the organizational structure, building, perfecting and improving the performance of the political system, meeting the requirements and tasks of the country's fast and sustainable development in the new era - the president of the people of the National Assembly and the Vice President of the National Assembly.
Proposed amendments and supplements to the 2013 Constitution
Amending and supplementing the Constitution is an important task, which needs to be carried out carefully, objectively, democratically, scientifically and effectively; there is a mechanism to ensure the participation of experts, scientists, managers and collect public opinions; focus on communication work, ensure the right orientation, not let bad actors and hostile forces take advantage of distorting and sabotage in the process of researching, amending and supplementing the Constitution.
Regarding the orientation of the amendment and supplementation content, the Standing Committee of the National Assembly proposed that the National Assembly consider and decide on amending and supplementing a number of articles of the 2013 Constitution with a focus on 2 groups of contents, including:
1. Regulations related to the Vietnam Fatherland Front, socio-political organizations;
2. The regulations in Chapter IX to implement the model of organizing local government at 2 levels; at the same time, there are transitional regulations to ensure that local government operates smoothly, without interruption, in accordance with the roadmap for implementing the arrangement and merger of administrative units at the provincial and commune levels, without district-level organizations.
Due to the orientation of the amendment and supplementation of this Constitution is limited, expected to relate to about 8/120 articles of the 2013 Constitution, the Standing Committee asked the National Assembly to determine the form of document to amend and supplement a number of articles of this Constitution which is the Resolution of the National Assembly.
