On October 4, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 187/CD-TTg on strict control, focusing on cutting and simplifying administrative procedures (AP), business conditions and implementing AP do not depend on administrative boundaries.
The dispatch clearly stated that according to reports from ministries, localities and data synthesis on the National Public Service Portal, there are currently a total of 668 specific local TTHCs, including some localities with increased specific TTHCs.
The rate of TTHC related to enterprises provided online by ministries is generally low compared to the target set in Resolution No. 66/NQ-CP, in which 8 ministries have a rate of less than 50%; 3 localities have an integrated rate of providing online public services for TTHC related to new enterprises reaching less than 70%.
The list of administrative procedures not dependent on the administrative boundaries of most provinces has only reached a rate of about 50% to 95% of the current administrative procedures, of which some localities have only reached less than 10%.

To minimize business and administrative procedures, the Prime Minister requested ministers, heads of ministerial-level agencies, Chairmen of Provincial and Municipal People's Committees to focus on directing and organizing the synchronous, effective and drastic implementation of the following tasks:
Strictly control and strictly implement the assessment of the impact of administrative procedures, review and evaluate business conditions in projects and draft legal documents.
Improve the effectiveness of consulting with subjects affected by administrative procedures and business conditions, especially administrative procedures and business conditions that affect the private economy, directly related to businesses and business households.
Direct competent agencies and units to seriously, qualitatively and on time implement approved plans to reduce and simplify administrative procedures and business conditions; proactively reduce and simplify administrative procedures and business conditions in the process of developing and promulgating legal documents.
In 2025, it is necessary to ensure maximum reduction in business conditions, reduce pre-inspections, increase post-inspections, reduce at least 30% of the time for implementing administrative procedures, and at least 30% of the cost of complying with administrative procedures related to production and business activities.
Announce and publicize TTHCs promptly, fully and accurately on the National Database on TTHC so that cadres, civil servants, businesses and people know, implement and monitor, supervise and evaluate the implementation process.
Monitor, supervise and evaluate the implementation of administrative procedures after promulgation; promptly detect to amend and supplement regulations, administrative procedures are no longer suitable, hindering the development of enterprises and business households.
The Minister of Finance urgently studies and reforms licensing procedures in the direction of cutting and simplifying investment registration certificates and online implementation, shortening market access time; loosening barriers on investment restricted portfolios.
Coordinate with ministries, branches and localities to immediately remove difficulties and obstacles that businesses face due to administrative procedures and implement them from state agencies, especially administrative procedures related to investment, market entry...; report to the Prime Minister on issues beyond their authority, to be completed in December 2025.
