Responding to questions about the issue of mining licenses not meeting the needs in the area, Director of the Department of Natural Resources and Environment of Ha Tinh Le Ngoc Huan affirmed that the Department of Natural Resources and Environment will continue to coordinate with the Department of Construction and localities to advise the Provincial People's Committee to organize auctions of planned mineral mines for exploitation to meet additional needs.
According to Mr. Le Ngoc Huan, in the past, the process of documents and procedures for granting mining licenses also had many difficulties and problems. The 2024 Mineral Law, which will take effect from July 2025, will have a number of new points, making it more convenient and easier to implement in organizing bidding and mining to meet construction needs in the area.
Regarding illegal mineral exploitation and loss of resources in the area, according to the Director of the Department of Natural Resources and Environment of Ha Tinh province, the People's Committee of Ha Tinh province has issued many documents directing the strengthening of inspection, examination and handling of illegal mineral exploitation subjects.
At the same time, direct the organization to review and increase the exploitation capacity of licensed mines in operation to meet demand and limit illegal mineral exploitation.
In the coming time, the Department will continue to advise the Provincial People's Committee in the direction of assigning the Provincial Police to preside over and coordinate with relevant sectors to inspect and prevent illegal exploitation and transportation of minerals. Inspect compliance with regulations in mineral exploitation.
The Department of Natural Resources and Environment will also advise the Provincial People's Committee to direct the strengthening of inspection and supervision of mining activities associated with environmental protection, watering to reduce dust, and transporting to ensure the prescribed load to limit road damage and spillage on the road affecting the environment.
Recently, the Department of Natural Resources and Environment has also advised the People's Committee to handle a number of mineral mines that exploited beyond their capacity and beyond the licensed mine boundaries. In 2024, two enterprises violating mining regulations were transferred by the authorities to the police for investigation and handling.
Many units have not yet complied with the regulations on mine closure. Some mines that are slow in completing the documents and procedures for mine closure have been inspected, fined, and urged to close the mines according to regulations.

Regarding the question, in 2021, Ha Tinh province successfully organized bidding for 6 mineral mines, but up to now has not completed the procedures for exploitation, Mr. Huan explained that previously, the Department of Planning and Investment instructed that it was not necessary to go through the procedure of approving the investment policy after bidding for mining.
However, later in 2022, a Government working group inspected and requested to carry out procedures for approving investment policies in mining, so this request had to be followed.
Therefore, currently, the Department of Natural Resources and Environment is guiding the procedures for enterprises to get investment approval and put the auctioned mine into operation.
The issue of poor waste treatment in the area, with many places still littering the streets, affecting the environment, was also raised and questioned by delegates.
The Director of the Department of Natural Resources and Environment of Ha Tinh province also pointed out the cause and proposed some solutions to overcome it. Among them, it is necessary to raise awareness among people and strengthen inspection and handling of violations when littering.
