The Government has issued Decree No. 154/2026/ND-CP detailing a number of articles and measures to organize the implementation of the Law on Citizen Reception.
The Decree stipulates that citizen receptionists are entitled to the following regimes and policies:
- Bonus regime according to the provisions of this Decree and other relevant legal documents.
- Training in professional knowledge and citizen reception skills.
Heads of agencies, organizations, and units are responsible for receiving citizens and deciding on professional and nghiệp vụ training for citizen reception staff of their agencies, organizations, and units.
- Regular citizen reception staff at the Citizen Reception Headquarters are entitled to citizen reception uniform benefits.
The Inspector General of the Government regulates the design, norms and standards of clothing for people receiving citizens regularly, after having a consensus from the Ministry of Finance.
The Decree clearly states that people who are mobilized or assigned to perform citizen reception duties or perform duties directly serving citizen reception work, handling complaints, denunciations, petitions, and reflections are entitled to allowances according to the provisions of this Decree.
Subjects entitled to allowances when receiving citizens, handling complaints, denunciations, petitions, and reflections include:
1. Cadres, civil servants, public employees, and people working in cryptography; belonging to the above-mentioned agencies, organizations, and units assigned tasks by competent authorities or directly assigned to assist in citizen reception activities, handling complaints, denunciations, petitions, and reflections at the Citizen Reception Headquarters or citizen reception location.
2. Heads and deputy heads of agencies, organizations, and units are responsible for receiving citizens periodically or unexpectedly; cadres and civil servants who are summoned by competent authorities to perform the task of receiving citizens, handling complaints, denunciations, petitions, and reflections at the Citizen Reception Headquarters or citizen reception location.
3. Cadres, civil servants; officers, non-commissioned officers, soldiers, professional soldiers and national defense personnel in the armed forces; people working in cryptography; civil defense, health, and transport officials when assigned tasks or assigned coordination to receive citizens, maintain security, order, and ensure health at the Citizen Reception Headquarters or citizen reception locations by competent authorities.
4. Heads and deputy heads of agencies, organizations, units, cadres, civil servants, public employees, and people working in cryptography who are assigned specialized tasks by competent authorities to handle complaints, denunciations, petitions, and reflections.
The Decree stipulates that the allowance regime is calculated according to working days for officials and civil servants performing the task of receiving citizens, handling complaints, denunciations, petitions, and reflections at the Citizen Reception Headquarters or citizen reception locations.
Civil servants performing citizen reception duties at public non-business units and other subjects, the training regime is calculated according to the actual working days of officials and civil servants, performing citizen reception duties, handling complaints, denunciations, petitions, and reflections.
The Minister of Finance stipulates the level of allowance for subjects when receiving citizens, handling complaints, denunciations, petitions, and reflections; the management, use and settlement of allowance regimes.
The above Decree takes effect from July 1, 2026.
