After a serious, responsible and effective working session, the Conference to study and thoroughly grasp Directive No. 06-CT/TW of the Politburo on strengthening the Party's leadership over the work of people's procuracy in the new period (Referred to as Directive No. 06-CT/TW) has completed the entire content of the proposed program.
The Conference listened to thoroughly grasp the core contents of Directive No. 06-CT/TW; disseminated the Plan of the Party Committee of the Supreme People's Procuracy and the action programs and presentations of units implemented throughout the sector. More importantly, the Conference created a high consensus on awareness, will and political determination to bring the Politburo's Directive quickly into life, becoming substantive changes in all aspects of the work of the People's Procuracy sector.

This is a Conference of special significance for the People's Procuracy sector. More than sixty years ago, Resolution No. 68-NQ/TW of the Politburo on procuracy work laid the foundation for the process of building and developing the People's Procuracy sector. Through revolutionary periods, under the leadership of the Party, the People's Procuracy sector has continuously grown, gradually affirming its position and role in the system of judicial agencies, making important contributions to protecting the socialist legal system, protecting the interests of the State, the legitimate rights and interests of organizations and individuals, maintaining political stability, social order and safety, and serving the cause of renovation and national development.
Today, in the context of the country entering a new stage with the aspiration to build Vietnam into a developed country with high income, prosperity and happiness, the Politburo has issued Directive No. 06-CT/TW on strengthening the Party's leadership over the work of people's procuracy in the new stage.
This is not only the inheritance and development of the Party's thinking on procuracy work, but also a historical milestone for the People's Procuracy sector. For the first time, the Politburo comprehensively, fully and deeply defined the position, role, function, mission, development goals and strategic orientations of the People's Procuracy sector in the new period. The Directive not only affirms the fundamental values of the Sector but also opens up new development spaces, new requirements and greater responsibilities before the Party, State and People.
It can be affirmed that Directive No. 06-CT/TW is a political platform for building and developing the People's Procuracy sector in the new period; is an important political basis for the entire sector to continue to innovate its organization and operations, build a modern prosecution system, improve the effectiveness of judicial activities, contribute to building a socialist rule-of-law state of Vietnam and effectively serve the goal of rapid and sustainable development of the country.
A very important new point of the Directive is that it has placed procuracy work in the overall national development strategy, affirming the people's nature in procuracy work, all activities of the Procuracy must be directed towards the people, for the people to serve. The People's Procuracy sector not only has the task of fighting and preventing crime, ensuring that the law is strictly and uniformly complied with, but also must contribute to creating a stable, safe, and transparent legal environment to protect human rights, citizen rights, protect the legitimate rights and interests of the State, businesses and people; thereby serving socio-economic development, maintaining national defense and security, and enhancing the country's position in the process of international integration.
In particular, the Directive clearly affirmed that the People's Procuracy is one of the pillars of protecting justice, protecting the Constitution and laws, protecting human rights and citizens' rights; participating in controlling state power and playing a central role in controlling power in judicial activities. Because: This is not only to emphasize for the people according to the common political task but also to position the function of the Procuracy sector in the modern rule-of-law State: Towards protecting the people, protecting human rights, protecting citizens' rights, the legitimate interests of organizations and individuals, protecting vulnerable people. Prosecution not only handles violations and crimes but also orients development, protects public interests, recovers assets, protects businesses, creating a safe environment for development. The Procuracy not only represents state power but also represents public interests and social benefits. The greater the power, the greater the responsibility to the people, all procuracy activities must take the people as the focus and subject.
This is both the recognition of the Party for the contributions of the People's Procuracy sector throughout the 66 years of construction and growth, and the great trust and expectation of the Party for the Sector in the new development stage.
The greater the trust, the higher the responsibility. Each cadre, party member, and Prosecutor needs to deeply realize that implementing Directive No. 06-CT/TW is not only implementing a document of the Politburo, but also implementing a development strategy of the Sector in the coming years. This requires us to innovate more strongly in thinking, leadership methods, management methods, organizational structure and quality of performance of functions and tasks; taking the effectiveness of protecting justice, protecting human rights, citizen rights, protecting the interests of the State and the legitimate interests of organizations and individuals as the highest goal; and at the same time, contributing to consolidating the people's trust in the Party, the State and the judiciary.

Directive No. 06 - CT/TW of the Politburo has identified the direction, goals and strategic tasks of the People's Procuracy sector in the new period. The important thing at this time is not only to study and thoroughly grasp the Directive, but to quickly turn the Party's viewpoints and policies into specific actions, into specific results in each field of work.
The consistent spirit that the entire Sector needs to thoroughly grasp is: Learning to act; thoroughly grasping to implement; taking the results of implementation as a measure of the value of studying Directive No. 06 - CT/TW. With that spirit, I propose that the entire People's Procuracy sector focus on effectively implementing the following 05 key tasks and solutions:
First, unify awareness, unify will, unify action; bring Directive No. 06 - CT/TW of the Politburo truly into life
This is a decisive requirement for the implementation of the Directive.
Reality shows that where there is full awareness, there is high determination; where there is high determination, there will be the right way to do things and good results. Therefore, thoroughly grasping the Directive is not only about organizing conferences or disseminating the content of documents, but more importantly, making each cadre, party member, and Prosecutor understand correctly, deeply and deeply the new ideologies and viewpoints of the Party; thereby consciously transforming them into actions in performing assigned responsibilities and tasks.
Immediately after this Conference, Party committees at all levels, Party organizations, and unit leaders need to continue to organize research and thoroughly grasp the Directive in many appropriate forms, associated with Party committee meetings, Party cell meetings, thematic meetings and professional meetings; and at the same time comprehensively review the work program, work plan, management regulations and professional procedures to promptly amend and supplement to ensure consistency with the spirit and new requirements of the Directive.
In the process of organizing implementation, it is necessary to thoroughly grasp the "5 clear" motto: clear people, clear tasks, clear responsibilities, clear progress and clear results. Each task must clearly identify the presiding agency, coordinating unit, completion deadline and results to be achieved; do not allow the situation of general, formal implementation or lack of inspection and urging. In particular, the responsibility of the head must be emphasized more than ever. The head is not only the organizer of implementation, but also must be the person who inspires innovation, dares to think, dares to do, dares to take responsibility and is ultimately responsible for the results of implementing the Directive in their agency or unit.
Local Procuracies need to proactively advise Party committees at the same level to issue programs and plans to implement in accordance with the practical requirements of each locality; and at the same time strengthen coordination with agencies in the internal affairs bloc and judicial agencies to organize the implementation of the Directive synchronously, unifiedly and effectively.
What I hope is that after today's Conference, the entire People's Procuracy sector will have a new atmosphere, a new determination and a new working method; in which each official and prosecutor clearly defines what they must do, to what extent, and how they are responsible for their work results.
Second, continue to strongly innovate the work of exercising the right to prosecution and supervising judicial activities; place the innovation requirement of the Sector in the overall requirements of national development.
This is a consistent ideology and also a very new requirement of Directive No. 06-CT/TW.
The country is entering a development stage with great goals, aspirations and very high requirements for perfecting institutions, building a safe and transparent business investment environment, protecting property rights, freedom of business, human rights, citizen rights and national and ethnic interests. In that context, all activities of the People's Procuracy sector must continue to innovate legal thinking, management thinking and service thinking placed in the overall task of national development.
The core factor is that prosecutors are more proactive, procuracy must be stricter, more timely and more effective. Innovating the work of prosecuting and supervising judicial activities requires prosecutorial work to implement the 4S spirit "sooner, closer, deeper, sharper"; procuracy work must be more scientific, objective and more effective; ensure handling the right people, the right crimes, in accordance with the law; resolutely prevent wrongful convictions from occurring but also not to let criminals and offenders escape and focus on protecting public interests and vulnerable people.
At the same time, it is necessary to thoroughly grasp the spirit of the Directive, which is to handle harmoniously between the requirement to ensure the strictness of the law and the requirement for development. For economic cases, it is necessary to prioritize economic, civil, and administrative measures, before criminal handling to remedy consequences, recover assets, protect the legitimate rights and interests of the State, organizations and individuals; minimize the criminalization of economic and civil relations, create a stable environment for people and businesses to feel secure in investing, producing, and doing business in accordance with the Party's policy.
Each prosecution decision, each inspection, each protest, each recommendation of the Procuracy must aim for the highest goal of protecting justice, protecting the Constitution and laws, protecting human rights and citizens' rights; Protecting public interests and vulnerable people; and at the same time contributing to maintaining political stability, consolidating social trust and creating a favorable legal environment for the rapid and sustainable development of the country.
The entire sector needs to continue to review and comprehensively innovate all professional work stages; clearly identify key areas, breakthroughs and targets that need to be clearly changed in the coming time. We must strongly shift from thinking about completing tasks to thinking about creating value; taking the effectiveness of protecting justice, protecting the law, protecting human rights and serving the development of the country as the highest measure of the quality of operations of the People's Procuracy sector.
Third, proactively create and improve institutions; promote the role of the People's Procuracy sector in researching, proposing policies and judicial reform.
One of the strategically significant new points of Directive No. 06-CT/TW is the requirement that the People's Procuracy sector must be more proactive in researching, summarizing practice, advising on perfecting institutions and judicial reform.
This is not only an requirement for the Supreme People's Procuracy but for the entire sector. Each unit, each level of procuracy, through the practice of exercising the right to prosecution and supervising judicial activities, must proactively detect legal inadequacies, loopholes in mechanisms, and new problems arising in practice to promptly propose and make recommendations to competent authorities for amendment, supplementation and improvement.
The People's Procuracy sector is not only responsible for enforcing the law but also must contribute to building the law from the reality of protecting justice.
That is the requirement to strongly shift from the thinking of "detecting obstacles" to the thinking of "proposing solutions"; from reflecting inadequacies to proactively participating in policy making, perfecting laws and creating modern judicial institutions, meeting the requirements of national development.
Currently, reality is posing many new issues that the law needs to continue to study and improve, such as: Mechanisms for controlling power in judicial activities; mechanisms for protecting public interests and protecting vulnerable people; mechanisms for recovering assets originating from crimes; policies for differentiating criminal liability, humane but strict handling; electronic procedures; application of artificial intelligence in judicial activities; international cooperation in preventing and combating transnational crime and many other new issues in the context of digital transformation and international integration.
These are all fields where the People's Procuracy sector has favorable conditions to summarize practice and propose policies. Therefore, it is necessary to improve the quality of scientific research work, practical summary work and strategic advisory work; ensure that each recommendation of the Sector originates from practice, has a solid theoretical basis, is highly feasible and practically serves the process of building and perfecting the socialist rule-of-law State of Vietnam.
In the coming time, the People's Procuracy sector will truly become one of the core forces in researching, proposing and organizing the implementation of the Party's judicial reform policies; making increasingly positive contributions to perfecting institutions, perfecting laws and building a modern, fair, and incorruptible judiciary, serving the People.
Fourth, build a contingent of courageous, honest, and professional procuracy officials; promote digital transformation and modernization of the People's Procuracy sector.
During his lifetime, President Ho Chi Minh advised: "Cadres are the root of all work." For the People's Procuracy sector, that teaching is even more profound. All correct policies of the Party, all regulations of the law can only be fully implemented through a contingent of cadres with sufficient qualities, capacity and professional bravery.
Therefore, building a contingent of procuracy officials must continue to be a key task of the entire sector.
Each official and Prosecutor must constantly cultivate political bravery, maintain moral qualities, improve professional qualifications, legal thinking capacity and professional skills; always be fair, objective, brave, cautious, and humble in performing official duties; truly understand and practice the 10 golden words of the Procuracy sector: "Integrity, Integrity, Objectivity, Caution, Humility.
The honor and prestige of a procuracy official are not only assessed through professional qualifications but are first and foremost affirmed by integrity, sense of responsibility, courage in protecting justice and dedication to serving the Fatherland and serving the People.
Along with building a contingent of officials, the entire sector must promote digital transformation and modernization in all fields of work. This is not only a requirement of administrative reform or judicial reform but an inevitable requirement of the country's development process in the digital age.
It is necessary to focus on building and effectively exploiting shared databases, electronic records, digital governance platforms and artificial intelligence applications to serve management, direction and operation and support professional activities. The application of science and technology must aim to improve the quality of prosecution and procuracy activities, enhance transparency, power control capabilities, reduce administrative procedures and serve people better and better.
Each procuracy official must proactively learn, innovate working methods and adapt to the digital working environment. Modernizing the Procuracy sector is first of all modernizing thinking, modernizing people; technology only truly promotes efficiency when operated by a team of officials with bravery, knowledge and aspiration to contribute.
Fifth, strengthen Party building, tighten discipline and order; take the results of implementing Directive No. 06-CT/TW as a measure of leadership capacity and work efficiency of each agency and unit.
All correct Party policies are only truly meaningful when they are organized and implemented seriously, effectively and create clear changes in practice. Therefore, after this Conference, the most important thing is not how far we have grasped the Directive, but how the Directive will be realized in each field of work, each agency, unit and in the responsibility of each official and Prosecutor.
Party committees, Party organizations and heads must directly lead and direct the implementation of the Directive; regularly inspect, supervise, summarize, and promptly detect difficulties and obstacles to remove, not allowing the implementation of the Directive to stop at programs, plans or reports, but must be expressed by specific results that can be verified and evaluated.
Inspection and supervision work must be carried out regularly, substantively, and objectively; linking inspection with guidance, between supervision and support, between evaluation and encouragement of innovation and creativity. Through inspection, to detect good models, effective ways of doing things, promptly commend and replicate; and at the same time rectify and overcome limitations and weaknesses, and strictly handle cases of irresponsibility, violations of discipline and order.
The results of implementing Directive No. 06-CT/TW must become an important criterion in assessing the level of task completion of collectives and individuals, especially heads; closely linked to the results of performing functions and tasks of each unit and the entire sector. All assessments must be based on actual effectiveness, on the quality of work and on specific contributions to the task of protecting justice, protecting the law and serving the People.

Directive No. 06-CT/TW has opened a new stage of development for the People's Procuracy sector, and also placed greater responsibilities on our shoulders before the Party, State and People.
Each cadre and Prosecutor needs to deeply realize that, performing their functions and tasks well is not only completing the assigned tasks but also contributing to protecting justice, protecting the Constitution and laws, protecting human rights and citizens' rights; maintaining discipline and law, consolidating people's trust in the judiciary and making practical contributions to the rapid and sustainable development of the country.
Immediately after this Conference, the spirit of Directive No. 06-CT/TW will be quickly transformed into specific action programs; from the determination of the Party Committee to the actions of each unit; from the responsibility of the head to the work results of each official and Prosecutor; so that each prosecution decision, each inspection, each protest, and recommendation to improve the law clearly reflect the spirit of innovation, responsibility and aspiration to contribute of the People's Procuracy sector.
With a glorious tradition of 66 years of construction and growth; with firm political bravery, spirit of solidarity, wisdom, innovation and responsibility to the Party, State and People, the entire People's Procuracy sector will successfully organize the implementation of Directive No. 06-CT/TW of the Politburo; successfully build a "strong prosecution, modern, professional, and honest procuracy"; continue to affirm its position as one of the pillars of protecting justice, the center of power control in judicial activities, making worthy contributions to the cause of building a socialist rule-of-law state of Vietnam of the People, by the People and for the People.
On this occasion, on behalf of the Standing Committee of the Party Committee and the Leaders of the Supreme People's Procuracy, I respectfully thank the Politburo, the Secretariat; leaders of central committees, ministries, and sectors; provincial and city Party committees; experts, scientists; leaders and former leaders of the People's Procuracy sector through various periods and all cadres, civil servants, and public employees in the Sector for dedicating a lot of time, enthusiasm, wisdom, and responsibility in the process of researching, building, and advising the Politburo to issue Directive No. 06-CT/TW.
