On April 13, at the Government headquarters, the Politburo member, the Prime Minister Pham Minh Chinh chaired the Government meeting on the February of the April 2025 to review and comment on 4 law projects and 2 draft resolutions of the National Assembly.
Speaking at the opening session, the Prime Minister emphasized that institution building and improvement is one of the three strategic breakthroughs with the goal of institutional opening; institutions are resources, development momentum; investment in institutions is investment for development, bringing high benefits and value.
According to the Prime Minister, institutions are the biggest bottlenecks, the bottlenecks of the bottleneck, but also the most easy -to -remove bottleneck, easy to turn from difficult state, problems that can be competitive, making institutions a competitive advantage.
The Government and the Prime Minister have directed the ministers and heads of ministerial -level agencies to directly direct the construction and improvement of institutions in the field, scope of management, prioritize resources for this work, ensure progress and improve the quality of construction, submit to law projects and resolutions.
The construction and improvement of institutions has been increasingly renovated, in which special care of the content reduces administrative procedures, decentralization and decentralization in parallel with allocation of resources, improving the enforcement capacity, strengthening inspection and supervision.
The head of the Government emphasized the strong shift from money to post -inspection, avoiding too much work to the central level, which promotes the spirit of self -reliance, self -reliance, initiative, creative, dynamic and positive of the locality, avoiding expectation and dependence.
At the same time, resolutely eliminate cumbersome administrative procedures, reduce time and compliance costs for people and businesses.
The Prime Minister pointed out that in the construction of law and ordinance projects, they must pay attention to clarifying:
Firstly, the content of inheritance, removal, why?
Second, the revised and completed contents, why?
Third, the additional contents, why?
Fourth, why cut and simplify administrative procedures?
Fifth, the content decentralized, decentralized, specific, for whom, why?
Sixth, issues with different opinions and other issues need to be reported to the Government Standing Committee, the Government, and the Prime Minister for consideration and direction.
The Prime Minister said that the 9th session, the XV National Assembly is expected to open in May, will consider and approve the large number of bills and resolutions, the Government is expected to submit to the National Assembly for consideration and approval of 35 laws and resolutions.
Facing practical requirements and promoting the spirit of drastic action, especially from the success of the 11th Central Conference, at the thematic meeting on the construction of law in April 2025, the Government will consider, give opinions and approve 6 important contents.
According to the program, a discussion meeting, commenting on: Penal Code (amended); Law on Organization of Criminal Investigation Agency (amended); Law amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law amending and supplementing a number of articles of the Citizenship Law; The Resolution of the National Assembly on building the regional and international financial centers in Vietnam; The Resolution of the National Assembly on piloting on a number of specific mechanisms and policies for social housing development.
