On the afternoon of March 6, Politburo member and Prime Minister Pham Minh Chinh chaired a national online conference on removing difficulties and obstacles, promoting the development of social housing.
In his concluding remarks, the Prime Minister assigned the Ministry of Construction to preside over and review the institutions, processes and procedures for which points are problematic, who to resolve, how long, when to do, when to have results, "clear people, clear work, clear progress, clear responsibilities, clear products"; in laws, decrees and circulars, which agencies must amend and propose to the Government and submit to the National Assembly.
Emphasizing the need for preferential policies, the Prime Minister requested that this be submitted in March and no later than April.
Regarding resource mobilization, the Prime Minister requested the establishment of a national housing fund (Deputy Prime Minister Ho Duc Phoc directed the Ministry of Finance, to be completed in March 2025); approve the list of people eligible to buy, rent, buy, and rent social housing based on population database integrated with standards and criteria.
The State Bank does not count social housing lending credit in the credit 'room' of banks.
The Government Office shall preside over, review, and reduce at least 30% of administrative procedures in 2025. "People in need have to wait 5 years or 10 years to have social housing, which does not have much effect," the Prime Minister noted.
The Ministry of Construction assigned the Vietnam Association of Architects to organize a social housing architecture design contest, with awards from the state budget, to be implemented before April 30, 2025.
The Prime Minister requested that businesses implementing social housing projects comply with regulations, not to let negativity and corruption occur.
For social housing projects that have selected investors, investors are requested to urgently complete legal procedures to start construction according to approved planning projects and investment policies.
The Prime Minister also requested research on regulations for foreign enterprises and organizations to buy and rent social housing for workers and laborers, in the spirit of harmonious benefits and shared risks.
For localities, the Prime Minister requested that projects that have started construction must be determined to complete and put into use in 2025.
Localities with great demand for social housing, especially Hanoi and Ho Chi Minh City, must enhance their responsibility in leadership, direction, and exemplary work, taking the lead in promoting the development of social housing, completing the assigned goals in the project.
Ho Chi Minh City and Hanoi alone must complete 100,000 apartments by 2030 (current target is Ho Chi Minh City with nearly 67,000 apartments, Hanoi with nearly 45,000 apartments).
Strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas to invest in social housing development according to law.
In localities with a large demand for social housing, independent social housing projects must be planned and arranged in suitable, convenient locations, with appropriate scale, and adequate technical infrastructure and social infrastructure.
Arrange funding, organize site clearance to create a clean land fund for social housing to implement procedures for selecting investors.
Balance and arrange local budget capital to entrust according to authority to the Social Policy Bank for loans to buy, lease-purchase social housing, construction, renovation, and repair of housing.
The Prime Minister also directed the Ministry of Public Security to intervene and strictly handle cases of fraud and violations of the law in the development of social housing.
