On July 23, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired a thematic Government meeting on law-making in July 2025 to review and give opinions on 8 law-making contents, including 7 draft laws and the Government's legislative program in 2026.
The meeting was attended by Deputy Prime Minister Nguyen Hoa Binh; Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; ministers and heads of ministerial-level agencies, agencies under the Government; leaders of ministries, ministerial-level agencies, and agencies under the Government.
At the beginning of the meeting, the Prime Minister emphasized that we have passed nearly 7 months of 2025. The work of law-making has been actively implemented by the Government, ministries and branches and achieved high efficiency. The Government also closely and effectively coordinates with the National Assembly in building and perfecting institutions.
Among them, many legal documents have been passed, promptly serving the operation of local government at both levels and continuing to monitor and grasp the operation of local government at both levels. If there are any problems or shortcomings arising, amendments and supplements will be proposed to suit the situation and requirements.
After the laws were promulgated, the Government, ministries and branches also urgently developed and issued documents guiding the implementation so that the law can be promptly put into practice.

Implementing the direction of the Politburo and the Secretariat, headed by General Secretary To Lam, in 2025, the Government will try to review the entire legal system and amend and supplement to remove obstacles and shortcomings and promote creativity and development, the Prime Minister requested ministers, heads of ministerial-level agencies and agencies under the Government to directly participate in law-making.
The Prime Minister requested that at the meeting, delegates promote a sense of responsibility, focus on discussing, reviewing, and giving opinions on the contents of the 7 draft laws and law-making programs, ensuring time and quality; urgently resolving practical problems and creating development.
According to the program at the meeting, the Government reviewed and discussed 8 contents: Draft Law on amending and supplementing a number of articles of the Law on Judicial Records; Draft Law on amending and supplementing a number of articles of the Law on Drug Prevention and Control; draft Law on Civil Aviation of Vietnam (replacement); draft Law on E-commerce; draft Law on Higher Education (replacement); draft Law on Vocational Education (replacement); draft Law on Press (replacement) and the Government's proposal on the 2026 legislative program.
