On September 16, the Government Office announced that the Government issued Resolution No. 279/NQ-CP unanimously approving the draft Law on Public Employees (amended) submitted by the Ministry of Home Affairs.
The Government assigns the Minister of Home Affairs to be responsible for receiving opinions from Government members, completing the dossier of the draft Law on Civil Servants (amended); authorizing the Prime Minister, on behalf of the Government to sign the Government's submission on the draft Law and related documents to submit to the National Assembly according to regulations.
At the same time, the Minister of Home Affairs closely coordinates with the agencies of the National Assembly; proactively reports and explains during the review process, receiving opinions from the National Assembly Standing Committee and the National Assembly on the draft law in accordance with the provisions of the Law on Promulgation of Legal Documents and is responsible for the content of the report.
The Ministry of Home Affairs said that the draft Law on Civil Servants (amended) is designed according to the principle of inheriting and revising the contents of the Law on Civil Servants 2010 (amended and supplemented in 2019) to comply with the new regulations of the Party and in accordance with the principles and goals with specific contents.
The draft Law on Public Employees (amended) focuses on perfecting the human resource management mechanism in the direction of taking workers as the center, creating flexibility in the use of public-private human resources, creating a mechanism in attracting high-quality human resources, and reducing administrative procedures.
The draft law also overcomes the limitations and inadequacies of current law, while meeting the requirements of national governance innovation, building a team of professional, responsible, dynamic civil servants and serving the people.
At the same time, the draft Law on Public Employees (amended) focuses on reviewing and supplementing policies in the direction that public service units are proactive in the management and use of human resources, in line with the new policies of the Politburo and practice.
The goal is to form a flexible mechanism in recruitment for public service units to attract, arrange, use, treat, train, and foster civil servants, workers, experts, and scientists, in accordance with the human resource needs and financial conditions of the unit.
Allow public service units to operate as economic entities (for autonomous units); create a flexible mechanism in recruitment, evaluation, and use in accordance with the level of autonomy on the basis of ensuring the principle of community service.
At the same time, create a flexible team management mechanism in the direction of openness, adapting to all organizational models; create a mechanism that is open enough for each unit to "diseign" how to manage, use and recruit its own team.
