Policy to provide additional support for cadres and civil servants when streamlining

Many provinces and cities have issued additional support policies for cadres and civil servants when streamlining the apparatus.

Ho Chi Minh City

The Ho Chi Minh City People's Council has passed a resolution on additional support for cadres, civil servants, public employees and workers who quit their jobs when the city reorganizes the apparatus and restructures administrative units.

Ho Chi Minh City will streamline 6,291 cadres, civil servants and public employees, accounting for 20% of the total payroll assigned by the Politburo and the Ho Chi Minh City People's Council.

There are still 418 cases of cadres in charge of Party work at corporations and companies that are redundant after the reorganization. At the same time, there are 450 cadres who are not eligible for re-election or reappointment, including 150 cases managed by the Standing Committee of the City Party Committee and 300 cadres at the ward, commune and town levels.

In addition to general policies under Decree 178/2024/ND-CP of the Government, Ho Chi Minh City will have a separate support regime for cadres, civil servants and public employees subject to streamlining.

The total highest support level is nearly 2.7 billion VND/person, calculated based on the current salary of 15.1 million VND/month. The city uses this level to estimate the budget and allocate funds when implementing policies.

Thai Binh Province

The People's Council of Thai Binh province, term XVII, 2021-2026, has passed a series of important resolutions, including a resolution on regulations on additional support policies for cadres, civil servants, public employees, and workers in the implementation of organizational restructuring under the management of Thai Binh province.

Accordingly, cadres, civil servants, public employees and workers who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP, in addition to the policies and regimes prescribed by the Government, will enjoy additional support policies of the province.

Cadres, civil servants, public employees, and workers who have submitted a voluntary application from January 1, 2025 and are approved by competent authorities and submit the application within the period from February 20, 2025 to March 20, 2025 will enjoy the province's one-time support policy equal to 30% of the subsidy level according to Decree No. 178/2024/ND-CP.

Cadres, civil servants, public employees, and workers who have submitted a voluntary application and have been approved by competent authorities and submit the application within the period from March 21, 2025 to May 31, 2025 will enjoy the province's one-time support policy equal to 20% of the subsidy level according to Decree No. 178/2024/ND-CP.

Cadres, civil servants, public employees, and workers who have submitted a voluntary application and have been approved by competent authorities and submit the application within the period from June 1, 2025 to February 20, 2026 are entitled to the province's one-time support policy equal to 10% of the subsidy level according to Decree No. 178/2024/ND-CP.

Quang Tri Province

The 8th term People's Council of Quang Tri province has passed a Resolution regulating support policies for cadres and civil servants entitled to regimes and policies according to the provisions of Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government regulating regimes and policies for cases of non-rehabilitation, reappointment and cadres quitting or retiring at will in Quang Tri province.

The subjects of application are cadres and civil servants on the payroll at agencies of the Party, the Government, the Vietnam Fatherland Front, and socio-political organizations at the provincial, district, and commune levels who are entitled to the regimes and policies according to the provisions of Decree No. 177/2024/ND-CP, and have a petition to resolve the regimes and policies submitted before February 20, 2025.

Accordingly, in addition to the policies and regimes prescribed by the Government, each cadre and civil servant is supported with 2 months of current salary for each year of work with compulsory social insurance (SI) contributions, not exceeding 100 million VND.

In addition to the above resolution, the People's Council of Quang Tri province also passed a Resolution stipulating support policies for cadres, civil servants, public employees, workers, and part-time workers at the commune level in implementing the reorganization of the apparatus and administrative units in Quang Tri province.
