President suggests Russia cooperate and support Vietnam in space

President Luong Cuong suggested that the Russian Maritime Council support and promote cooperation and support Vietnam in maritime space.

On September 16, at the Presidential Palace, Politburo member and President Luong Cuong received Assistant to the President of Russia and Chairman of the Russian Maritime Council Nikolai Patrusev during his visit to Vietnam from September 15 to 18.

At the meeting, the President highly appreciated the visit to Vietnam by Assistant to the President and Chairman of the Russian Board of Directors Patrusev, considering this one of the important activities in substantially implementing important areas of cooperation between the two countries to bring the traditional friendship and comprehensive strategic partnership between Vietnam and Russia to new heights.

President Luong Cuong acknowledged the positive developments in the Vietnam - Russia Comprehensive Strategic Partnership in recent times, especially in the context of the two countries celebrating important historical events in each country and in bilateral relations, including the 75th anniversary of the establishment of diplomatic relations between Vietnam and Russia.

President Luong Cuong suggested that agencies, ministries, branches and localities of the two countries need to discuss specifically and frankly to implement cooperation in each field, realize the agreements and commitments of the two countries' senior leaders for the benefit of the two peoples and contribute to peace, cooperation and development in the region and the world.

At the same time, President Luong Cuong suggested that the Russian Maritime Council support and promote cooperation and support for Vietnam in the maritime space, as well as in traditional and pillar areas such as defense - security, energy - oil and gas, economy - trade, education - training, transportation... in accordance with the interests of each side, for peace, stability and common development in the region and the world.

The President emphasized the importance of ensuring peace and maritime safety in the East Sea; suggested that Russia continue to speak out in support of resolving disputes in the East Sea by peaceful means, on the basis of international law, including UNCLOS 1982.

Assistant to the Russian President and Chairman of the Russian Maritime Council Nikolai Patrusev affirmed that Russia attaches importance to the Comprehensive Strategic Partnership with Vietnam as one of Russia's leading important partners in the region.

Assessing that bilateral cooperation still has great potential and room for development, Mr. Patrusev affirmed that the Russian Federation Maritime Council will continue to support the further expansion of cooperation areas with Vietnam, including maritime cooperation between the two countries, focusing on the fields of scientific and technical research in the maritime field;

Affirming that the working trip of the delegation is to implement the cooperation orientations that President Putin discussed with General Secretary To Lam in May 2025 and with President Luong Cuong in early September 2025; committed to coordinate with ministries, branches and agencies of the two countries to promote specific cooperation programs and projects, turning potential into practical results as directed by the President.

The two sides agreed to strengthen mutual consultation mechanisms between specialized agencies to handle difficulties and obstacles and promote effective and substantive cooperation in all fields, in order to effectively serve the construction and development work in the two countries; acknowledge the cooperation results within the framework of the Vietnam - Russia Tropical Center and agreed to continue developing this center.
