Speaking at Group 2 (Ho Chi Minh City Delegation), Politburo member and President Luong Cuong suggested that delegates carefully analyze the draft laws to perfect and achieve the goals set for the coming development period, so that the law has a long life, not allowing "one amendment after another to be amended is not good".
The President stated the goal of building a socialist rule of law state of the people, by the people and for the people. Therefore, the Law on Organization of the People's Court, the Law on Organization of the People's Procuracy must comply with the Constitution, protect human rights and civil rights; Agree, synchronously in the legal system and judicial agencies.
The President raised the issue of how to organize the apparatus like that, is it okay? What is the quality of the number of cadres and civil servants at all levels and their authority?
According to the President, the goal of amending the law must meet and institutionalize the Party's policies on the organizational structure of the elite, compact, effective and effective operation. All must be close to the people, close to the people, protect the people and overcome the practical problems.
"Not only handling violators, our main goal is education so that all civil servants, party members in the political system and all people understand the law and voluntarily enforce the law," the President said and emphasized that this is an important purpose that needs further study by delegates.
According to the President, the judicial system includes investigators, prosecutors, and courts, although they have three powers, but they are unified under the leadership of the Party.
The President cited that when arranging, Ho Chi Minh City will have 102 commune-level administrative units (78 wards and 24 communes), Binh Duong will have 36 commune-level administrative units, and Ba Ria - Vung Tau will have 30 commune-level administrative units. Thus, Ho Chi Minh City has 168 new commune-level administrative units after merging provinces and cities.
"With the goal near the people, it must be remembered the name and administrative boundary of these 168 communes, but can remember the key officials including the Secretary, the Deputy Secretary, the President?", The President wondered and emphasized the goals near the people and the people.
The President emphasized that the policy was clear, the Central Committee unified very high, the people were very excited, the institution must meet the requirements, especially the judicial agencies. What to do when fixing the law must be sure, meet the requirements.
The President emphasized that it is necessary to overcome the situation of understanding the law but circumventing the law, and doing things that violate the law if not understood. These are practical problems that are arising, and this loophole must be closed even though it is very difficult.
Another issue requested by the President is to ensure unity and synchronization in the legal system and judicial agencies.
"The projects must be discussed and highly agreed upon by nearly 500 delegates to press the button to pass. The practical process will arise but this must be minimized," the President requested.
