On May 8, in Hanoi, Inspection and Supervision Delegation No. 11 of the Politburo, Secretariat led by Politburo Member, National Assembly Chairman Tran Thanh Man worked with the Party Committee of the Supreme People's Court (SPC).
At the conference, National Assembly Chairman Tran Thanh Man announced some main contents that the Supervisory Delegation will work on. Typical examples are the leadership, direction and organization and operation of agencies and units in localities of the Supreme People's Court when operating the local government at 2 levels; leadership, direction and organization of implementation to ensure the growth target in the 2026-2030 period from 10% or more.
Based on the exchanged opinions at the working session, in his concluding speech, the National Assembly Chairman said that the work of the Court sector has made more and more progress. Through inspection and supervision, the Delegation acknowledged that the work of thoroughly grasping and implementing the resolution has been carried out seriously and synchronously.
The leadership and direction of arranging the organizational structure have been implemented drastically and on a large scale: streamlining from 4 levels to 3 levels; ending the operation of 693 district-level People's Courts, reorganizing into 355 regional People's Courts; merging 63 provincial-level People's Courts into 34 units.
This is one of the successes in leading and directing the organization and arrangement of the largest apparatus in the judicial system," said the National Assembly Chairwoman.
However, besides the achieved results, the National Assembly Chairwoman also frankly pointed out some shortcomings and limitations such as: The report mentions many projects with a wide scope, complex nature, requiring high progress; some contents are "unprecedented", requiring international experience research.
The report also acknowledged that there were times when coordination was not timely; some agencies did not provide complete information; some fields did not have clear coordination mechanisms. There was no proportion of signing procedural documents; there were no data on the level of data intercommunication.

Emphasizing that the requirements and tasks of the country in the new period are not only to do more, but to do it effectively, do it to the end, and measure the results, the National Assembly Chairman requested to improve the quality and efficiency of adjudication activities of courts at all levels.
This is the central task of the Court sector, and also the central task of judicial reform. The court must adjudicate so that people are convinced, judge correctly, accurately, impartially, selflessly, and objectively" - said the National Assembly Chairwoman.
Along with that, comprehensively assess the 3-level People's Court model with specific indicators, such as backlog cases, overdue cases, quality of trial, resolution time, and level of people's satisfaction.
It is necessary to quantify the contribution of the Court to economic development, which can be through resolving trade disputes, bankruptcy, protecting ownership rights, and improving the investment environment" - the National Assembly Chairwoman stated clearly.
Regarding digital transformation, the National Assembly Chairwoman said that it must be directly linked to adjudication activities, not only software, but also achieve the goal of reducing time, increasing transparency, and improving quality. In addition, tighten the evaluation of officials according to work products, linked to adjudication results, personal responsibility and heads.
National Assembly Chairman Tran Thanh Man believes that the Supreme People's Court will continue to make outstanding progress in the coming time, truly becoming a symbol of justice, fairness, faith and righteousness - a solid political and legal "fortune", contributing to building and developing the country.
